EAST AFRICAN CRUDE OIL PIPELINE
REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF VALUATION SERVICES FOR EACOP PROJECT REF. 10006677
TOTAL East Africa Midstream B.V. (Company) Tanzania, an Oil and Gas company, invites experienced and reputable Valuation Companies to express their interest in providing services to the East African Crude Oil Pipeline [EACOP) project.
The EACOP project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania. The section of the pipeline in Tanzania will traverse eight [8) regions, comprising Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, and 27 administrative district councils and 231 Villages.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES The COMPANY requires a land corridor and associated Above Ground Installations for the construction and ‘ operation of the crude oil pipeline. The land acquisition necessitates payment of compensation under the overall Tanzanian legal framework and the Project’s Resettlement Action Plans compliant with the International Financing Standards. In addition, the Project will be investor financed and the provision of replacement agricultural and residential land to Project Affected Persons (PAPs) will be required.
The COMPANY requires the services of reputable experienced Tanzanian companies able to provide qualified and registered Tanzanian valuers are required to assist the Project.
The scope will include:
• The briefing of EACOP PAPs about their entitlements under Tanzanian law and under the international financing standards;
• Assisting PAPs and the Project in the signing of compensation agreements;
• The identification, assessment, surveying and valuation for purchase of replacement agricultural and residential land.
The scope will require the physical presence of selected CONTRACTOR staff in the field as well as direct interaction with households under the supervision and guidance of COMPANY staff.
MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with:
• Proof of registration as a Valuation Firm with the Valuation Registration Board.
• Proof of registration of Valuers within the Valuation Company with the Valuation Registration Board.
• Proof of registration with the Tanzania Revenue Authority and Tax [TRA] Clearance Certificate for the latest year available.
• Brief description of experience in providing valuation services under Tanzanian law and international financing standards for large infrastructure projects in Tanzania and to rural communities. ‘ ,
• Proposed key personnel who will work on this Project, including Registered Valuers, and their relevant experience in providing such services.
• Application for registration with the EWURA Local Supplier Service Provider (tSSP) database at the time of submission of the response to this expression of interest is strongly recommended

Note: The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only prequalified companies will receive, subject to signature of a Non-Disclosure Agreement (NDA), Invitation to submit bids in furtherance of the call for tender process.
