Assignment Title: Provision of consultancy services for feasibility study, detailed design, preparation of bidding documents and construction supervision for the offices of the irrigators’ organization in the irrigation schemes upstream of Usangu plain.

1. The Government of the United Republic of Tanzania has received loan from the World Bank toward the cost of the Resilient Natural Resources Management for Tourism and Growth (REGROW) Project and intends to apply past of the proceeds far consulting services.

2. The consulting services (“the Services”) include feasibility study, detailed design, preparation of bidding documents and construction supervision for the offices of the irrigators’ organization in the irrigation schemes upstream of Usangu plain

3. The National Irrigation Commission (“NIRC”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services, Interested Consultants should provide information demonstrate that they have the required qualifications and relevant experience to perform the Services.

4. The short listing criteria anc: Legal Status, eligibility (Local Consultancy), Company profile (Bronchure), Experience in Similar assignment, Experience in similar conditions and Availability of appropriate skills among permanent staffs.

5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (revised in July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In Addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 1.9 (a), (b), (c) & (d) of Consultant Guidelines; Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (revised in July 2014).

6. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

7. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
