Participatory Plantation Forestry Programme Invitation to tender for the provision of Short Term Land tenure service

lndufor Oy on behalf of the Participatory Plantation Forestry Programme (PFP2) and Ministry of Natural Re-sources and Tourism (MNRT), Tanzania as the contracting authority, invites tenders for the provision of Short Term Land tenure service according to the specifications given in terms of reference below

Participatory Plantation Forestry Programme Phase 2 (PFP 2) which was launched by the Deputy Minister MNRT and the Ambassador of Finland on 14th November 2019 increases rural income in the Southern Highlands of Tanzania by strengthening small-holder plantation forestry and wood processing businesses.

The programme is funded and implemented by the Ministry for Foreign Affairs of Finland and the Ministry of Natural Resources and Tourism of Tanzania. The programme management team has its head office in lringa, Tanzania.

The Participatory Plantation Forestry Programme Phase II is seeking Proposals from qualified Tanzania based firms with demonstrated capacity to provide Communications human resources from January to June 2021.

BACKGROUND AND SPECIFICATIONS FOR THIS TENDER

Strengthening land tenure through facilitating village land use planning and introducing more efficient technology tor CCRO issuance is a key strategic approach of PFP 2. Furthermore, it contributes to the human rights-based approach of the programme.

Whilst the programme has supported land use planning in its first phase it has not yet progressed to issuance of CCROs. With support from USAid however several councils have made major advances in more efficient land allocation by using MAST technology.

PFP 2 now seeks to engage a service provider to support its introduction of MAST technology to Makete and pilot the processes by issuing CCROs tor more than 1,500 woodlots in one village of that district.

Objectives and expected Outputs.

The aim is to introduce MAST technology to Makete District (using hardware provided by PFP 2) and software, training and piloting led by the service provider. District PLUM team in issuance and adjudication of CCROs in one pilot village. The service provider will coordinate with the Makete Forest Industry Cluster Coordinator.
