REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES)
MULTINATIONAL: RUMONGE -GITAZA (45 KM) AND KABINGO -KASULU -MANYOVU (260.6 KM) ROAD UPGRADING PROJECT
CONSULTANCY SERVICES FOR TECHNICAL AUDIT OF UPGRADING OF KABINGO-KASULU-MANYOVU-(260.6 KM) ROAD UPGRADING PROJECT TO BITUMEN STANDARD
TENDER NO. AE/001/2020-21/HQ/C/62
1. The Government of the United Republic of Tanzania has received funds from African Development Bank (AfDB) towards the cost of implementation of the Multinational: Upgrading of Kabingo -Kasulu – Manyovu-(260.6 Km) Road Upgrading Project to Bitumen Standard and intends to apply part of the agreed amount for this credit to cover eligible payment under the Contract for Consultancy Services for Technical Audit of Upgrading of Kabingo -Kasulu – Manyovu -(260.6 Km) Road Upgrading Project located in Kigoma Region.
2. The services included under this project will be:
a) To review all contract documentation, drawings, specifications, materials report and conditions of contract to clearly understand the scope and complexity of the project,
b) To ascertain that authority and responsibility for execution of works are assigned properly,
c) To check if the works are being performed as per requirements of specifications,
d) To examine whether sufficient controls are in place to mitigate the potential risks of the project,
e) To certify that the procured technical equipment is technically suitable for use in executing the works,
f) To verify the information system whether or not is adequate to provide assurance of proper execution of works,
g) To ensure that payments made for the project are in accordance with the actual Supervision Consultant’s and Contractor’s entitlement for payment.
The estimated key staff-months for execution and completion of the assignment is ten (10), spread intermittently over the assignment period of forty-eight (48) months, based on the nature of assignment. The ten (10) key staff-months will involve one (1) calendar-month for project familiarization and initial audit, seven (7) calendar-months for audits within thirty-four (34) calendar-months during construction of works, one (1) calendar-month for final audit after issuing the substantial completion certificate and one (1) calendar-month for audit within twelve (12) calendar-months during Defects Liability Period.
3. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport now invites eligible Consultants to express their interest in providing these services. Interested Consultants must provide information indicating that, they are qualified to perform the services. Such information may include brochures, description of assignments of similar nature in the last ten (10) years, experience in similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each project performed, the Consultant shall provide the name and address of the Client, start date and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be considered. Consultants may constitute joint venture to enhance their chances of qualification.
4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Frame work, October, 2015” which is available on the Bank’s website at http://www.afdb.org.
5. Interested Consultants may obtain further information at the address below during office hours from 08:00 local time on Mondays to Fridays inclusive except on Public Holidays.
