REQUEST FOR EXPRESSIONS OF INTEREST
ASSIGNMENT TITLE: Consultancy Services for the Preparation of Temporary Relocation Audit of the Nungwi and Tumbe Fish Markets and the ZAFICO Quay implemented by Ministry of Blue Economy and Fisheries (MBEF)

This invitation for Expression of interest (EOI) follows the General Procurement Notice for the South West Indian Ocean Fisheries Governance and Shared Growth program -SWIOFlsh that was published in the Development Business, issue No. WB 4892 of October 2015.
The Revolutionary Government of Zanzibar has received a credit from the International Development Association (IDA) towards the cost of the SWIOFish program and intends to apply part of the proceeds for the consultancy Services for the preparation of Temporary Reallocation Audit of the Nungwi and Tumbe Fish Markets and the ZAFICO Quay implemented by the Ministry of Blue Economy and Fisheries (MBEF).
The primary aim of the resettlement audit is to develop a Remedial Action Plan, taking into account the relevant national legislation and WB Operational Policies, (particularly OP 4.12), as well as specific environmental and social safeguards instruments approved for the project (PF and ESMF) and for the 3 subprojects (ESMPs, supervision reports, monitoring reports, etc.)
The main duties and responsibilities of the Consultant will be:
- Check and document independently the area of impact and the number and key characteristics of; 1) the affected vendors at the Tumbe fish market in Pemba and Nungwi fish market in Unguja Island, including confirming the number (96);
- Identify the Project Affected Persons (PAPs) likely to have been adversely affected by the temporary relocation during the implementation of the works (establishing a nominal list of PAPs);
- Assess the impacts that the PAPs have suffered as a result of Subproject interventions without a Temporary Relocation Plan;
- Assess the possible social and environmental direct and indirect impacts and cumulative or -positive and negative -endured by the affected vendors/businesses as a result of the civil works performed to build the new markets;
- Determine assistance and compensation measures that should have been developed and implemented before the beginning of civil works as a result of the temporary relocation; 0 Determine any environmental and social measure to remediate to impacts occurred during construction;
- Elaborate an action Plan, including specific measures, a budged, a timeline for implementation, a GRM and monitoring arrangements;
- Conduct relevant consultations with the PAPs and ensure they have an opportunity to participate in the planning and implementation of the remedial action plan.
The audit for the ZAFICO quay will be to:
- Identify the businesses that were operating at the quay, including confirming the number (2);
- Determine the circumstances that made them leave the quay;
- Determine if these businesses are entitled to any compensation;
- In consultation with PAPs, design specific measures to compensate the PAPs;
- Elaborate an action Plan, including specific measures, a budged, a timeline for implementation, a GRM and monitoring arrangements.
- Duration of the initial contract is expected to be 4 weeks but will be at the discretion of the Ministry of Blue Economy and Fisheries.
The Ministry of Blue Economy and Fisheries Zanzibar now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
- The consultant should have a university degree in social sciences, environmental sciences or another relevant field;
- The consultant must have an experience of at least seven (7) years in the elaboration and implementation of Resettlement Action Plans; preferably in projects of the fisheries sector and financed by the World Bank;
- Have thorough working knowledge of World Bank environmental and social safeguards policies, especially the Environmental Assessment (OP4.0l) and Involuntary Resettlement (OP4.12); and the social provisions of other safeguard policies, and the field of Tanzanian environmental legislation, especially regarding the Environmental Impact Assessment and Resettlement;
- The consultant should have Solid knowledge in programs / community involvement plans and consultations with PAPs;
- Be familiar with environmental. social and economic conditions prevailing in Tanzania, or have relevant experience of other countries in the region with similar socio-economic and environmental characteristics; and
Have excellent oral and written communications skills in English, a good knowledge of Swahili as well as a strong capacity of working independently.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method (IC) set out in the Consultant Guidelines.

Expressions of interest must be delivered in a written form to the address below (in person, by mail, by fax, or by e-mail) by 29th July, 2021 and should be clearly marked “the consultancy Services for the preparation of Temporary Reallocation Audit of the Nungwi and Tumbe Markets and the ZAFICO Quay implemented by the Ministry of Blue Economy and Fisheries (MBEF)”. The Expression of Interest should enclose an application letter and fully typed recent Curriculum Vitae containing details on qualifications, experience and contact details of three referees including the last or current employer.
