PITA PROJECT
INVITATION FOR PROJECT EVALUATION
1. PREAMBLE
Tumaini University Makumira (TUMA) in collaboration with Finnish Evangelical Lutheran Mission (Felm) and Ministry for Foreign Affairs of Finland/Development Cooperation launched and implemented an educational outreach project, PITA – Participatory and Integrative Teaching Approach. The project provides in-service training to secondary school teachers working in 24 lower secondary schools in Meru District Council. Twenty- one (21) of them are community secondary schools, three (3) of them belong to ELCT Meru Diocese. The project was originally launched in 2015. At the moment it approaches the end of its second phase (1st phase 2015-2017; 2nd phase 2018-2021). Therefore, TUMA is seeking for 6 consultants who will be involved in the evaluation of the PITA Project.
2. PROJECT THEMES
During its 2nd phase, in 2018-2021, PITA project has aimed at improving the quality of secondary education by promoting the following aspects of teacher education:
– In-service training of secondary school teachers working in lower secondary schools in Meru District Council (covering teachers of all compulsory subjects, namely English, Kiswahili, History, Civics, Geography, Biology. Physics, Chemistry, Mathematics)
– Strengthened research capacity of TUMA teacher education programmes. While doing this, PITA project has focused on the following thematic areas:
(a) Participatory teaching approach & Integration of content and language learning in secondary education
(b) Development of school guidance and counselling services, with special focus on a) equal right to education for both genders, and b) use of alternative disciplinary methods
(c) Right to education for the children and youth with difficulties in reading and writing, and mathematics
(d) Environmental education as a cross-cutting theme through all school subjects
3. PURPOSE OF THE EVALUATION
Tumaini University Makumira is seeking to appoint an external evaluator to produce a report evaluating the success of its PITA project 2018 – 2021. The purpose of the evaluation Is to establish and document the relevance and effectiveness of project interventions. The evaluation is expected to provide data on the efficiency, impact and sustainability of project interventions. Therefore, the aim of the evaluation is, firstly, to review project’s progress and challenges encountered to date; secondly, to provide advice and practical recommendations for decision makers to obtain evidence and qualified views °n project progress towards agreed objectives.
4. KEY OBJECTIVES OF THE EVALUATION
The evaluation will employ the following evaluation criteria:
b) Felm programme level indicators according to the ToR
The results of the evaluation will be used in the Felm Development Cooperation Programme’s meta-evaluation, which will aggregate findings from ail final project evaluations and look into the quality of the evaluations end into their adherence to established good practice in evaluation.
c) Special focus on selected themes
While conducting the general evaluation of all thematic areas of the project, special attention should be paid on the three thematic areas of 1) language supportive pedagogy (integration of content and language in learning), 2) gender responsive pedagogy, and 3) multidisciplinary approach to environmental education.
5. EXPERTISE REQUIRED
The evaluation can be conducted by an individual evaluator or by an evaluation team, based in Tanzania. The evaluator / evaluation team must have undertaken similar works in Tanzania in the last three (3) years and should have the following competencies:
a) Consultant must be a well-grounded education scientist and/or teacher education specialist with excellent skills in research, monitoring and evaluation of education projects.
b) Experience in multi-methodological and interdisciplinary approaches and data collection and analysis techniques in evaluation of development programmes.
c) Excellent track record in designing and conducting quantitative and qualitative research, analysis and evaluation.
d) Demonstrable experience (at least 5 years) in research/evaluation of projects related to education / teacher education, research and analysis.
e) Excellent facilitation skills, co-ordination, negotiation skills and oral and written communication skills in English (particularly report writing).
f) Must be able and willing to travel to remote schools.
6. TIMELINES
The assignment is to be completed within three (3) months from the date of agreement and signing of the contract.
