Job Title: Procurement Officer
Service: Procurements, Assets, and Contracts Management
Reports to: Head of Development Department,
Location: Masasi, Mtwara Region
Job Overview
The Diocese of Masasi is legally recognized under the Anglican Church of Tanzania. The
Diocese in partnership with Grille Foundation and World Vision Tanzania is currently
implementing several development programmes including: The Masasi Integrated Water
Supply, Sanitation and Hygiene (WASH) Project in Lindi district (Lindi region) and Tunduru
district (Ruvuma region); the Health and Education Initiatives at Mtandi (Masasi district) and
Rondo (Lindi district) and Pastoral Care Services carried out in Parishes in the Diocese.
The main objectives of that position are to oversees the procurement processes, cost effective
acquisition of goods and services, managing organization’s assets, maintaining records and
administering contracts as required for the implementation of the Diocese programmes in
accordance with the established and recognized procurement procedures, laws and regulations.
Specifically, the procurement officer will have the following roles and responsibilities: –
1. Procurement Management:
o Develop and implement procurement plans and strategies.
o Coordinate with departments to forecast procurement needs.
o Prepare and process purchase orders and requisitions.
o Coordinate procurement committee and evaluation team negotiations/contracts and
purchase agreements with suppliers to secure favorable terms.
o Ensure compliance with procurement policies and procedures.
o Conduct suppliers’ expressions of interest and develop framework agreements.
o Conduct market research to identify potential suppliers and assess their capabilities.
o Prepare and issue requests for proposals (RFPs)/RFQs and invitations to bid.
o Evaluate bids and proposals, ensure compliance with organizational standards and
regulatory requirements.
o Monitor and track procurement activities and expenditures to ensure adherence to
budgets and timelines.
o Ensure fair supplier or contractor competitions by working with procurement team and
evaluation team during contract evaluations and negotiation to avoid prejudice.
2. Asset Management:
o Maintain an accurate inventory of organizational assets, including acquisition, disposal,
and transfer records.
o Oversee the maintenance, repair, and disposal of assets.
o Conduct regular audits of assets to ensure accuracy and accountability.
o Implement asset management policies and procedures.
o Coordinate with relevant departments to optimize asset utilization and maintenance.
o Prepare asset reports and provide recommendations for asset replacement or disposal.
3. Contracts Management:
o Draft, review, and manage contracts with suppliers and service providers.
o Administer and monitor contracts to ensure compliance with terms and conditions.
o Ensure compliance with contract terms and conditions.
o Monitor contract performance and address any issues or disputes.
o Maintain accurate records of all contracts and related documentation.
o Manage contract renewals, amendments, and terminations in accordance with
organizational policies.
o Foster strong relationships with suppliers, vendors, and stakeholders to ensure effective
contract performance.
4. Documentation and Reporting:
o Maintain accurate records of procurement, asset, and contract management activities.
o Prepare regular reports on procurement status, asset management, and contract
performance.
o Ensure all documentation is up-to-date and easily accessible.
5. Compliance and Risk Management:
o Ensure compliance with legal and regulatory requirements.
o Identify and mitigate risks related to procurement, asset, and contract management.
o Develop and implement risk management strategies.
Qualifications:
• Bachelor’s degree in Business Administration, Supply Chain Management, Logistics or
Procurement.
• Minimum of 2 years of experience in procurement, asset management, and contract
management.
• Strong negotiation, organizational, and communication skills.
• Proficiency in logistics and asset management software.
• Registered by (PSPT) Procurement and Supplies Professionals Board of Tanzania (Is an
added advantage)
• Strong knowledge of procurement principles, practices, and regulations.
• Excellent negotiation, communication, and interpersonal skills.
• Ability to work independently and as part of a team.
