Financial Management Specialist
The East, Central and Southern Africa Health Community (ECSA-HC) invites applications from suitably qualified persons, who are nationals of Member States for the Post of Financial Management Specialist. The position is tenable at the ECSA Health Community Secretariat based in Arusha, Tanzania. The incumbent will report to the Director of Finance.
1.0 Background of the Organization
The East, Central, and Southern African Health Community (ECSA-HC) is a regional organization set up in 1974 to promote the highest possible standards of health among member states. It is mandated to foster cooperation that will lead to the strengthening of health care programmes among member states in the region. The Secretariat implements its activities through four specific programme clusters, namely:
- Family Health and Infectious Diseases;
- Non-Communicable Diseases, Food Security and Nutrition;
- Health Systems and Capacity Building; and
- Knowledge Management, Monitoring and Evaluation.
2.0 Broad Purpose of the Post
The Finance Management Specialist will be responsible for the day-to-day financial management activities of the Multi-Phase Approach Health Emergency Preparedness, Response and Resilience (MPA-HEPRR) Project. She/he shall ensure compliance with internal control processes and procedures and support the budget preparation and implementation process, financial reporting, ensuring funds are utilized effectively and efficiently for the intended purpose, and safeguard project assets. He will work closely with other team members within the finance department. The Financial Management Specialist, together with the Senior Accountant, will be responsible for coordinating audit activities related to the project.
3.0 Specific Responsibilities
- Compilation of Project financial reports according to the requirement of the World Bank.
- Ensure timely submission of financial reports to the World Bank as stipulated in the Financing Agreement. Participate in the planning and budgeting processes and prepare budgets for all activities in consultation with the project coordinator. iv. Prepare management reports including variance reports for budget versus expenditures.
- Ensure that all internal controls are observed to ensure compliance to regulations governing the use of the project funds.
- Ensure that all internal and external financial administrative reporting requirements are met in accordance with ECSA-HC and funders requirements.
- Prepare monthly project recurring journal entries and maintain journal for all bank accounts related to the project and prepare monthly bank reconciliation reports.
- Process payments for projects activities. Assist with the month-end closing of the project accounts.
- Work with ECSA-HC Director of Finance to ensure that all policies and procedures relating to audits for the projects are respected and audits are carried out in a timely manner. xi. Work with the Director of Finance to formulate and implement new policies where possible and communicate appropriate policies to other implementing partners in the project.
- Provide technical support to strengthen the financial management capacity of participating countries based on requests from countries.
- Ensure that disbursement and flow of funds procedures are complied with as stipulated in the project disbursement letter and World Bank disbursement guidelines in order to make sure that financial resources are available for smooth project implementation.
- Contribute to setting the agenda and coordinating RAC meetings, and co-lead the community of practice as will be assigned.
- Perform any other related functions and duties as may be assigned by the supervisor
4.0 Education Qualifications and Professional Experience
- Bachelors’ and Masters degree in Finance/Business Administration/Accounting.
- Professionally Qualified Accountant – CPA/ACCA At least 8 years of work experience in accounting and financial management iv. Experience in managing government or donor-funded projects is preferred.
- Hands-on experience in using MS Office (Word, Excel, etc.) and accounting software/packages.
- Work experience in an international intergovernmental organization will be an added advantage

- Capacity to work in a diplomatic and multicultural environment.
- Project management skills and experience in donor-funded projects vii. Team player with strong teamwork skills.
6.0 Language
Fluency in both spoken and written English.
8.0 Remuneration Package
An attractive remuneration package will be offered to the right candidate.
8.0 Contract Appointment
This is a three-year contract appointment renewable based on performance and by mutual consent on the part of the employer and the employee.
