Consultancy Assignment -Documentation of Leading the Change Programme (LtC)successes, best practices, and lessons learned
(Activity 1.1.1)

1. Background of consultancy assignment/ project
Leading the Change (LtC); Civil Society, Rights, and Environment is a five years Programme that aims to
strengthen local communities to sustainably manage resources; develop civil society capacity; and
tackle the existing energy gaps in efficiency, access, affordability, and sustainability. Funded by the
Swedish International Development Cooperation Agency (Sida), the programme is designed to tackle
threats to biodiversity in the Selous-Ruvuma landscape and contribute to the sustainable management
of key ecosystems and habitats.
LtC Programme desired change is that “by 2022, people in the Selous-Ruvuma Landscape are
effectively controlling decisions and receiving full benefits from natural resources & exercise their
rights for ensuring that the ecological integrity is sustainably managed and use of sustainable, clean
and affordable renewable energy is increased”.At the end of the programme, WWF expect to achieve the following key results:
1. CBOs and CSOs have the capacity to drive change towards responsible and inclusive natural
resources management and renewable energy;
2. Political spaces are in place and provide for inclusive and open participation for communities
and individuals to take part in decision-making processes;
3. CSOs effectively engaged in policy dialogue and in influencing decisions regarding NRM and
renewable energies;
4. Systems and mechanisms will be developed that allow rights holders and communities to
equitably benefit from sustainable NR and energy investment and services;2
5. The ecological conditions that provide ecosystem services to local communities are maintained
The programme is implemented by 10 partners namely Community Wildlife Management Areas
Consortium (CWMAC), Community Conservation Network of Tanzania (MJUMITA), Mpingo
Conservation & Development Initiative (MCDI), Tanzania Traditional Energy Development and
Environment Organization (TaTEDO), Mtwara Actions for Self Help Initiative (MASHA), Sustainable
Holistic Development Foundation (SUHODE) and Beach Management Units(BMUs) of Namela,
Somanga and Pombwe.
For the last five years LtC Programme has being implemented interventions across four thematic areas:
forest, wildlife, marine, climate change and energy in District Councils of Tunduru, Namtumbo,
Newala,Kilwa, Rufiji, Kibiti, Masasi, Lindi, and Mtwara. And, substantial progress has been made
towards achieving the goal of the programme as well as the unveiling of best practices. It’s against this
background that LtC Programme seeks to hire a consultant to extract and document the successes,
lessons, and best practices from the project.
2. Objective of the consultancy
The overall objective of the consultancy is to take stock of the achievements made by the
programme with particular emphasis on successes against the project expected results, best
practices, and lessons learned for the project approach to inform future programming. The
consultant is also expected to document at least 10 case studies of successful intervention across
five thematic areas: forest, wildlife, marine, climate change and energy as well as Gender/Human
Right Based Approach (HRBA), and recommend best approach for scaling up
3. Scope of work/ Major responsibility
• To document the programme successes towards desired change and outcomes towards end of
the project,
• Document lessons, and best practices for learning and sharing with the entire program
stakeholder, beneficiaries, including donors.
• To review the existing success stories and outcome stories for improvement and consolidation
with the new documentation.
• To review completed assessments, programme reports, and develop them into case studies
aligned to thematic areas of the programme.
• Sample and visit partner organizations and intervention sites to harvest lessons, and best
practices.
• Collaborate with the WWF communications Manager to develop an e-booklet with a quality
picture of successes, lessons, and best practices from LtC project
4. Methodology
• Review programme documents, reports, and publications available from WWF and
implementation partners;
• interviews with partners and key stakeholders including beneficiary communities;
• Field visits to projects sites
• Focus group discussions with key project stakeholders
5. Outputs/deliverables of performance and time schedule

Deliverables
• 10 case studies (at least 2 ) per thematic area;
• Develop an e-book on Programmes successes, lessons, and best practices
• Develop and print 50 copies of a max of 25 paged booklets Programmes successes, lessons, and
best practices

6. Required profile of the consultancy:
• Advanced University Degree (Master’s or equivalent) in Project Management, Social Sciences,4
Communication, or a related field;
• Proven experience in identifying lessons and documenting lessons learned;
• Expertise in lesson learning and documentation methodology;
• Excellent facilitation, presentation, and writing skills;
• Experience in collaborating and/or working with CSO’s and Government;
• Fluency in spoken and written English and Swahili;
• Good research skills and experience
• Access to the highest quality filming, light, sound, designing, and editing equipment/programs;
• Knowledge and experience in conservation or natural resources management will be an added
advantage.
7. Responsibilities and Logistics
I. WWF Support. The consultant will report to the LtC Proramme Manager, collaborate with the
Communication Manager, and with the overall guidance of the Monitoring and Evaluation
(M&E) Manager. WWF through the Programme Manager will: provide necessary information to
the consultant and coordinate communication with partners
II. Access to office premises and use of WWF materials. Visit to office premises will be
coordinated by the programme manager. The consultant will outline the material needed which
WWF will coordinate mobilizing and sharing in line with WWF policies.
III. Field visits. WWF will coordinate field visits by ensuring the partner organizations are informed
and prepared to engage with the consultant. The consultant will cover their logistical
arrangement for Field visits. While in the field the consultant will be required to adhere to
WWF Policies and codes of conduct.
8. APPLICATIONS
Interested and appropriately qualified (individual) consultants are invited to submit their application
comprising of the following:
• A cover letter detailing how their experience maps to the objectives and requirements of the
consultancy (maximum 1 page)
• Technical Proposal (in the proposal also include a link to the three most recent work samples
demonstrating the most relevant previous productions.
• Updated and customized CV, including contact details of at least two professional references
• Financial proposal showing a detailed cost breakdown, including daily fee rate, daily
allowances, direct costs/reimbursable expenses, and any applicable taxes;
• Brief presentation of the team, with CVs and functional responsibilities of the key people to be
engaged in work;
• COVID-19 containment measures

• Registration and other relevant statutory/tax documents will be required from the successful
bidder prior to contracting but should not be submitted at this stage.
