Expression of Interest

1. This invitation for expression of interest follows the General Procurement Notice (GPN)
   which appeared in TANePs Issue no. N/A dated 04/09/2022.
2. The Government of the United Republic of Tanzania has set aside funds for the operation
   of the Tanzania National Roads Agency – HQ during the financial year 2022-23. It is
   intended that part of the proceeds of the fund will be used to cover eligible payment under
   the contract for the Consultancy Services for Supervision of Construction of Handeni –
   Kiberashi – Kijingu – Kibaya – Njoro – Olboroti Mrijo Chini – Dalai – Bicha – Chambolo
   – Chemba – Kwa Mtoro – Singida (460 Km) to Bitumen Standard by Engineering,
   Procurement, Construction and Financing (EPC+F) Mode of Contract, Tender No.
   AE/001/2022-23/HQ/C/119.
3. The Tanzania National Roads Agency – HQ now invites eligible Firms to indicate their
   interest in providing the services which include The Handeni-Kibirashi-Kwamtoro-Singida
   Road is located in Tanga, Manyara, Dodoma and Singida regions. The Road traverses
   through the Areas with various potential Economic opportunities such as Agriculture,
   livestock, and mining trade with Rwanda, Burundi and the Democratic Republic of Congo
   (DRC). The Section from Handeni to Kondoa/Dodoma (Babati junction) (290 km) is an
   Engineered Gravel Trunk Road in good condition. The section from Kondoa to Kwamtoro
   (67 km) is a District Road which is in bad to fair condition. The rest of the section from
   Kwamtoro to Singida (104 Km), is an Engineered Gravel Road which is in good condition
4. Interested Firms must provide information indicating that they are qualified to perform
   the services by submitting consultant’s profile, description of similar assignments,
   experience in similar conditions, availability of appropriate skills among staff, etc.
   Consultants may associate to enhance their qualifications.
5. A consultant will be selected in accordance with the procedures set out in the Public
   Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government
   Notice No. 446 (hereinafter called Procurement Regulations).
6. Selection will be conducted through the Quality and Cost based selection procedures
   specified in the Public Procurement Regulations.
7. Interested eligible consultants may obtain further information from the office of the Dar
   es Salaam, [email protected] from 08:00-16:30 on Mondays to Fridays inclusive
   except on public holidays.
8. Expressions of Interest (EoI) must be electronically submitted in the proper format, at or
   before 02/06/2023, 10:00
9. Late Expressions of Interest shall not be accepted for evaluation irrespective of the
   circumstances.
