Expression of Interest

1. This invitation for expression of interest follows the General Procurement Notice (GPN)
   which appeared in TANePS Issue no. TANePS dated 20/07/2022.
2. The President’s Office – Regional Administration and Local Government received/
   has applied for/intends to apply for a credit from the International Development
   Association (IDA) towards the cost of the Tanzania Cities Transforming Infrastructure
   and Competitiveness Project (TACTIC) and it intends to apply part of the proceeds of this
   credit to cover eligible payments under the contract for Provision of Consultancy Services
   for Feasibility Study, Urban Design, Detailed Engineering Design, Environmental and
   Social Due Diligence, Preparation of Cost Estimates and Bidding Documents for Urban
   Infrastructure Investments for Kibaha, Lindi and Mtwara Mikindani Municipalities/Town
   (TACTIC Zone 4).
3. The President’s Office – Regional Administration and Local Government now invites
   eligible Firms to indicate their interest in providing the services which include (a) feasibility
   study and urban analysis; (b) developing urban, architectural, and landscape design
   concepts; (c) environmental and social due diligence and enhancement; (d) detailed
   architectural, urban, and engineering designs, cost estimates, bidding documents, and
   operations and maintenance plans; and (e) transfer of knowledge.
4. Interested Firms must provide information indicating that they are qualified to perform
   the services by submitting consultant’s profile, description of similar assignments,
   experience in similar conditions, availability of appropriate skills among staff, etc.
   Consultants may associate to enhance their qualifications.
5. A consultant will be selected in accordance with the procedures set out in the Public
   Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government
   Notice No. 446 (hereinafter called Procurement Regulations).
6. Selection will be conducted through the Quality and Cost based selection procedures
   specified in the Public Procurement Regulations.
7. Interested eligible consultants may obtain further information from the office of the
   Dodoma, [email protected] from 09:00-16:00 on Mondays to Fridays inclusive except on
   public holidays.
8. Expressions of Interest (EoI) must be electronically submitted in the proper format, at or
   before 04/07/2023, 15:00
9. Late Expressions of Interest shall not be accepted for evaluation irrespective of the
   circumstances.
