Assignment Title: Consultancy services for conducting Environmental and Social Impact Assessment (ESIA) of the proposed Construction of buildings at Dar Es Salaam Institute of Technology Mwanza Campus.

The Dar es Salaam Institute of Technology through the Government of Tanzania has received financing from the World Bank toward the cost of the East Africa Skills for Transformation and Regional Integration Protect (EASTRIP), and intends to apply part of the proceeds for Consultancy services for conducting Environmental and Social Impact Assessment (ESIA) of the Proposed construction of buildings at Dar es Salaam Institute of Technology Mwanza Campus.
The consulting services (“the Services”) include Conducting an Environmental and Social Impact Assessment (ESLA) for the proposed construction of Buildings at DIT Mwanza Campus. The Actual time required to complete the whole of the ESIA study including the issuing of the ESLA Certificate by the responsible Authority 1s maximum of four (4) months.

The Dar es Salaam Institute of Technology now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the said Services. Interested Consultants should provide information demonstrating that they have the required; qualifications, certificates and relevant experience to perform the services. The short listing criteria are:
(a). The firm experience in conduct ESLA studies and have undertaken at least three (3) Environmental Impact Assessment assignments in the last five (5) years.
(b) The firm should be in related business at least five (5) years
(c) The firm should indicate availability of technical staff
(d) The firm should have managed two (2) contract of at least USD 25,000.06 in the last five (5) years
NOTE: Key Experts will not be evaluated at the short listing stage.
The attention of interested Consultants 1s drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification based Selection (CQS) method set out in the Procurement Regulations.
