“Request for Expressions of Interest”
CONSULTANCY SERVICES FOR DESIGNING, PREPARATION OF TENDER DOCUMENTS AND SUPERVISION.OF CONSTRUCTION OF OFFICE BUILDING AT MAZIZINI ZANZIBAR
1.This Invitation for Expressions of Interest follows the General Procurement Notice for the financial year 2020-2021 that appeared in the Tanzania local newspapers of Zanzibar Leo on 5th August, 2020. The Revolutionary Government of Zanzibar through Ministry of Education and Vocational Training (MoEVT) has set aside funds for the operation of the Ministry of Education and Vocational Training during the financial year 2020/2021. It is intended that part of the proceeds of the funds will be used toward the eligible payment for the cost of Consultancy Services for Designing, Preparation of Tender Documents and Supervision of Construction of Office Building at Mazizini Zanzibar. The works include construction of SEVEN stories Office Building which will provide required offices space for Vocational Training Authority (VTA), Zanzibar Institute of Education (ZIE), Zanzibar Higher Education Loan Board (ZHELB), Office of Chief Inspector of Education (OCIE), and Zanzibar Examinations Council (ZEC).
2. The services included under this project are: –
- Pre-Contract: Conducting soil investigation and topographical survey and produce report, review and improve provided architectural drawings, prepare detailed design and tender documents, assisting the executing agent in evaluating bids and awarding.
- Post-Contract: Commissioning of construction sites, supervision of excution of works during construction and defect liability periods upon performing the pre-contact stage in excellence professional ethics to the satisfaction of the Client.
3. The Principal Secretary, Ministry of Education and Vocational Training Zanzibar now invites “Expression of Interest” from eligible consultancy firms to indicate their interest in providing the services. Consultants may constitute joint-ventures to enhance their chances of qualification. Interested consultants must provide information indicating that they are qualified to perform the services by providing the following information:
- Description of assignments on building designs, preparation of tender documents and supervision works performed by the firm in the last five (5) years.
- Availability of appropriate skills among staff for the assignment.
- General experience of the firm for the last ten (10) years.
- Experience of the firm in similar conditions for the last five (5) years.
4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Public Procurement and Disposal of Public Assets ACT, 2016 and its regulations.
5. Interested Consultants may obtain further information on the assignment from the Secretary of Ministerial Tender Board, P.O Box 394, Mazizini, Zanzibar from 07.30 to 15.30 hours local t ime, from Monday to Friday inclusive except on public holidays or e-mail: [email protected] or [email protected].
6. Expressions of Interest must be delivered to the address below by Wednesday, 31th March 2021at10.00 hours local time and shall be typed and clearly marked on the envelope “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR DESIGNING, PREPARATION OF TENDER DOCUMENTS AND SUPERVISION.OF CONSTRUCTION OF OFFICE BUILDING AT MAZIZINI ZANZIBAR”. The EOI will be publicly opened in the presence of the consultants designated representatives and anyone who choose to attend at the address below at 10.30 hours local time of Wednesday, 31th March 2021.
