TERMS OF REFERENCE
BACKGROUND
In Apnl 2020, the Case Management and IPC Sub-Committee at the Tanzania Ministry of Health, Community Development. Gender. Elderly and Children, established the Oxygen The group’s coordinated a rapid assessment of the situation of oxygen in Tanzania, understand the needs and priorities for scale-up and produce a plan and investment strategy for the scale-up of oxygen production, supply and use in the country.
A rapid assessment activity was conducted on 20th May to 5th June 2020 in hospitals In Tanzania which were identified to have installed and operating oxygen plants Along with the assessment the team visited the oommenia. Vnivate companies generatkg and supplying oxygen cylinders to hospitals within the respective areas.
The result of the assessment and consultation was the production of the draft oxygen plan which has been used for resourcemotdization licnvever, the plan is not costed and framework for its implementation, which include cost recovery strategy need to be defined.
Main Objective
To review the drafted planl highlight and kiclude the implementation framework of the oxygen production, supply and use scale up plan in Tanzania.
Specific objectives
- To review and finalize the first draft of the oxygen production. supply and use scale up plan.
I. To develop the implementation operational framework
- To develop the cost recovery model for sustainable oxygen supply in the Country.
To ensure timely review and shortened period towards document finalization, a thee (3) weeks consultancy will be used, of which the Ministry proposes to use consultant who will facilitate consultation process gather evidence, develop plans and submit to the stakeholders meeting for validation.
Expected Outputs
The overall activity is expected to take place for 30 days; The consultant is expected to support desk review, stakeholders consultation and Validation process. It is expected that the consultant will work for 3 weeks (2I days) to accomplish the task with the following are the expected outputs.
- Reviewed and costed final National Oxygen Production, Supply and Use scale up plan.
- Developed Implementation Framework

Terms of Reference for the Consultant
I. Conduct a thorough desk review to understand the actual status of Oxygen supply in Tanzania and elsewhere to inform the Situation Analysis
2. Conduct stakeholders consultation at National level, and produce report highlighting the following:
- Summary of the problem analysis.
- Proposed solutions! Objectives and the Theory of Change.
- Proposed list of Interventions for Oxygen supply
- Literature review.
- Situation analysis with clear causality analysis
3. Theory of Change describing how the costed plan will contribute to the objectivesof the Health Sector Strategic plan for sustaining oxygen supply for patient care in country.
4. Develop and Implementation framework with dear Targets. Baseline, Milestones, Resources and Responsible institution/ Individuals,
5. Based on National norms and standards for servicedelivery, identify service packages to be offered by outreach teams to improve the service delivery and the capacity of the staff in lower level facilities.
6. Identify sustainabiity cost recovery strategies for oxygen supply.
7. Conduct a stakeholder consultation to describe and validate the plan and the implementation framework.
8. Prepare and present the draft costed plan and implementation framewoik to key stakeholders incorporate comments, and produce final draft.
Profile of the Consultant
- Degree in Biomedical Engineering or Emergency Medicine or related fields
5 to 10 years of relevant experience in result Based planning
- At least five (5) years biomedical or clinical experience
- Demonstrated expertise in analysis and development of guidelines and reports in the public health
- Experience in capacity building
- Capacity to work independently yet with ability to share information receive feedback and engage in dialogue with partners
Duration of assignment
21 working days starting from yawed( of September 2021.
Deliverables
- An inception report including a desk review for oxygen supply in Tanzania.
- 2 workshops reports (stakeholders’consultation and validation meetings).
- Reviewed and costed final National Oxygen Production, Supply and Use scale up plan.
- Implementation Framework.
- Monitoring and Evaluation Framework.
Payment to the Consultant
The Consultant shall be paid in three instalments using the standard UN rates based on the folowing deliverables:
- 1st Payment 30% after submission of an Inception report and Workshop report (Synthesis meeting).
2nd Payment: 30* after submission of first draft of oxygen supply and implementation framework.
3rd Payment:40% after submission of final draft of costed plan, implementation framework and Monitoring and evaluation framework.
