Background and Context
About the World Bank Group
The World Bank Group (WBG) is one of the world’s largest sources of funding and knowledge for development. It comprises five institutions with a common goal: to end extreme poverty and promote shared prosperity on a livable planet. The WBG operates in more than 100 countries, with a mission to help developing countries find solutions to the toughest global and local development challenges — from adapting to climate change to boosting food security, from expanding access to education to building and strengthening institutions.
Eastern and Southern Africa Region
The Eastern and Southern Africa (EAFR) Region encompasses 26 countries and a combined population of nearly 700 million people — half of whom are under the age of 18. The region faces significant development challenges, including high levels of poverty, food and water insecurity, gender inequality, and vulnerability to climate change. At the same time, it represents a region of extraordinary dynamism and potential, with a growing young population and increasing urbanization. The World Bank’s work in the region is anchored in building inclusive, resilient, and sustainable economies — with a particular focus on empowering women and girls.
The consultant will provide support to two critical projects as summarized below:
1. The PAMOJA Project (P178813).
2. The Project for Advancing Gender Equality in Tanzania (PAMOJA) is a US$104 million World Bank-IDA loan-funded project implemented across Tanzania Mainland and Zanzibar. The project targets 40 district councils across 10 regions on the Mainland and 8 rural districts across 4 regions in Zanzibar, and operates over a five-year period.
Project Development Objective:
To increase access to (i) economic opportunities for women and (ii) gender-based violence prevention and response services.
PAMOJA operates through four major components:
Implementing Agencies:
The Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG) on the Mainland; the President’s Office – Regional Administration and Local Government (PO-RALG); and the Ministry of Community Development, Gender, Elders and Children (MoCDGEC) and the Zanzibar Economic Empowerment Agency (ZEEA) in Zanzibar.
PAMOJA has
A. Additional Donor Financing: The Project for Advancing Gender Equality also benefits from two World Bank executed Trust Funds: a US$2 million Gates Foundation Trust Fund focused on innovative on-lending through a wholesaling facility (linked to 1.3), but also support to the delivery mechanism of Component 1.2 of lending to community microfinance groups and a pilot to digitize CMGs. The ETC is expected to support these deliverables to the respective donors as well as assist in operationalizing some of these core deliverables.
B. The Financial Access for Sustainable and Transformational (FAST) Growth Project development objective is to promote access to finance and growth of SMEs in Tanzania which shall be achieved through facilitating access to finance for SMEs, strengthening the credit infrastructure; promoting SMEs growth in select value chains; support policy and legal reforms and capacity building.
The projects impact will be measured through (i) an increase in SME financing extended by participating financial institutions (percent of total loan portfolio) (ii) Percentage of participating SMEs with increased average annual sales and (iii) Percentage of SMEs leveraging the project (financing and non-financing support) to implement climate mitigation and adaptation actions.
The ETC will contribute primarily to the Project for Advancing Gender Equality in Tanzania (PAMOJA), with complementary support to the Financial Access for Sustainable and Transformational (FAST) Growth Project.
Objective of the Assignment
The objective of this assignment is to support the effective implementation, coordination, and monitoring of PAMOJA Component 1.1 and 1.2 activities, while contributing selectively to FAST-related workstreams.
The ETC will act as a core implementation and analytical resource, supporting delivery of community-based finance, MSME finance and enterprise development interventions, with strong integration of M&E systems and learning loops.
Scope of Work
A. PAMOJA Implementation (Primary – 80%)
Activity Stream 1 — Support to Training of Community Microfinance Groups (Component 1.1).
The ETC will serve as the Bank-side liaison between the contracted firm providing Business Development Services (BDS) support and PMO-RALG, ensuring that training delivery to community microfinance groups (CMGs) is executed at the required quality standards. The engagement will be particularly intensive during the initial piloting phase in Singida and Arusha on the mainland, as well as in Unguja, Zanzibar where a slightly different piloting approach will be carried out along with ZEEA and the MoCDGEC.
Beyond the liaison function, the ETC will actively support the strengthening of the delivery model for identifying and consolidating community-based groups, working in close coordination with PMO-RALG as well as Local Government Authority (LGA) level teams. A key focus of the work will be building the operational and delivery capacity of LGA teams, and she will be expected to provide sustained, hands-on field support to ensure that implementation is progressing at the required pace and quality. In practical terms, she is the person on the ground accountable for making sure that operational delivery is happening — and happening well.
The ETC’s strong data analysis skills will be particularly valuable in this stream during the piloting phase. She will analyze training delivery data to assess quality and coverage, identify gaps in group formation and performance, and generate actionable insights that can be used to refine the delivery model in real time.
Activity Stream 2 — Loans to Community Microfinance Groups and Launch of the Lending Model (Component 1.2).
The ETC will play a central role in finalizing the model for lending to CMGs. This includes contributing to capacity building efforts, supporting work planning for the delivery of loans, and helping to finalize the Community Operations Manual for both Mainland Tanzania and Zanzibar.
She will lead key aspects of the launch and piloting of the lending model through financial institutions, taking responsibility for monitoring and evaluation, coordination across stakeholders, and the rapid capture of learning and refinements that will enable a high-quality full rollout. Her core deliverable under this component is ensuring that the program can successfully launch lending to 500 or more CMGs, while simultaneously positioning the program for scale-up — which must be fully ready to launch by July 2027.
Data analysis will be central to her work in this stream. The ETC will be responsible for tracking lending pipeline data, analyzing repayment patterns and financial institution performance, and synthesizing findings from the pilot to inform the refinement of the lending model ahead of full rollout. Her ability to crunch and interpret data rapidly will be critical to enabling the fast learning cycles that this piloting period demands.
The ETC is expected to quickly be able to translate the vision and targets for the year to new team members coming in both from the World Bank side as well as from client side on discrete tasks for this component and report directly to the TTLs on task-management, team capacity building and status updates as needed.
Activity Stream 3 — Operationalization and Reporting Systems for the Gates Foundation and GEF.
The ETC will support the operationalization of program systems and reporting frameworks for two key co-financing partnerships: the Gates Foundation and the Global Environment Facility (GEF). She will help ensure that the operational structures, data flows, and reporting obligations for both partnerships are in place and functioning, and that the program is meeting its commitments to these partners in a timely and accurate manner.
Her data skills will be directly applied here in building robust data collection and aggregation systems, ensuring that results data is accurately compiled and analyzed in formats that meet partner reporting standards. She will play a hands-on role in producing data-driven narrative reports and results summaries for both the Gates Foundation and GEF.
Activity Stream 4 — Core Team Responsibilities: Documentation, Analytics, and Implementation Support.
As a core member of the PAMOJA team, The ETC will carry ongoing responsibilities that cut across all components.
These include:
Documentation and knowledge management: Preparing learning documents, capturing implementation experiences, and maintaining an accessible institutional record of program progress and lessons learned.
Analytical inputs and data analysis: Providing quick, targeted analytical contributions to inform program decisions and reporting, including inputs to Aide Memoires and other key Bank documents. The ETC’s strong data crunching capabilities will be a core asset throughout the piloting and learning period — she will be expected to work with program datasets, run analyses, and translate findings into clear, actionable insights that can be rapidly absorbed by the team and used to drive program refinements.
Implementation and field visit support: Leading smaller implementation visits and field visits on behalf of the team, and reporting findings and recommendations back to the World Bank in a structured and timely manner.
Extended team coordination and management: The ETC will be responsible for managing and coordinating the extended team of consultants working both for the World Bank and those hired from the government side. This includes building the capacity of team members, organizing reporting streams, and managing the delivery of core program deliverables across the full consultant roster. She is expected to play an active coordination role that ensures coherence, accountability, and quality across all elements of the extended team’s work.
Given the geographic footprint of the program, The ETC is expected to spend extensive time in the field — including in Arusha, Singida, and Zanzibar — as operational needs require.
