RFP: Agency Support Consultant – Public Policy & Regulatory Engagement (Tanzania)

Requirements

We are seeking agencies with

• Demonstrated experience in government relations and public affairs in Tanzania.
• Strong and very extensive ties or relationships within the transport, tech-mobility regulators in Tanzania
• Strong understanding of Tanzania’s transport, digital economy, or platform regulation landscape.
• Established networks within relevant ministries and regulatory agencies.
• Proven experience supporting multinational companies or regulated industries.
• Strong policy analysis and strategic advisory capabilities.
• Experience in mobility, transport, technology, or infrastructure sectors will be an added advantage.

Proposal Requirements

Interested agencies should submit a proposal (maximum 4 pages) including

1. Agency Background & Experience

• Overview of the agency.
Relevant experience in government engagement and regulatory advocacy.
Examples of similar mandates handled in Tanzania.

2. Proposed Approach

• Methodology for stakeholder engagement and advocacy.
• Initial assessment of key regulatory priorities in Tanzania’s mobility sector.
• Proposed engagement structure and milestones for the first 6 months.
• Risk management approach.

3. Team Composition

• Key personnel assigned to the account.
• Relevant experience and roles.
• Level of senior leadership involvement.

4. Budget Proposal

• Monthly retainer structure (if applicable).
• Breakdown of services covered.
• Any additional or variable cost components.
