Senior Finance Management Officer

Job Overview

Duties and Responsibilities

General Finance and Investment Responsibilities

The Senior Finance Management Officer will:

  • Analyze collected and compiled data to identify market trends and assess investment portfolios.
  • Prepare the Medium-Term Expenditure Framework for public and statutory entities.
  • Prepare post-budget performance analyses.
  • Analyze and make recommendations on the corporate annual plans and budgets of Public Enterprises.
  • Collect public relations and communication information required for the Budget Speech and Annual Economic Report.
  • Institutionalize strategic planning, budgeting, monitoring, and evaluation skills within PISCs.
  • Evaluate and research market trends to identify investment opportunities.
  • Perform other duties related to the field as assigned by the immediate supervisor.

Commercial and Non-Commercial Entities

The officer will:

  • Prepare performance contracts for Commercial and Non-Commercial Entities.
  • Prepare performance contract frameworks, manuals, and guidelines for Commercial and Non-Commercial Entities.
  • Participate in monitoring and evaluation activities within Commercial and Non-Commercial Entities.
  • Examine periodic performance reports submitted by Commercial and Non-Commercial Entities.
  • Provide input for the review of Key Performance Indicators used by Commercial and Non-Commercial Entities.
  • Facilitate the collection of non-tax revenue from Commercial and Non-Commercial Entities.
  • Provide input for developing dividend policies in collaboration with other departments.
  • Provide input for reviewing the strategic plans, business plans, and budgets of Commercial and Non-Commercial Entities.
  • Coordinate and monitor the management of debts, loans, and guarantees of Commercial and Non-Commercial Entities.
  • Compile recommendations from oversight bodies concerning Commercial and Non-Commercial Entities.
  • Project the future performance of investments in Commercial and Non-Commercial Entities.
  • Develop financial analysis models for evaluating potential investments.

Management Services Entities

The officer will:

  • Prepare and analyze organization structures, schemes of service, staff regulations, salary structures, incentive scheme packages, voluntary agreements, fringe benefits, allowances, and financial regulations for Public Institutions and Corporations.
  • Prepare circulars and guidelines on staff welfare and organizational development matters affecting PSCs.
  • Prepare proposals on the rates of allowances and fees paid to Boards of Directors.
  • Follow up on the implementation of approved voluntary agreements, organization structures, schemes of service, staff regulations, salary structures, and incentive packages in Public and Statutory Institutions.
  • Facilitate the preparation and review of training programs in PSCs.
  • Scrutinize and analyze personnel emolument submissions from Public Institutions and Statutory Corporations.
  • Coordinate the monitoring and evaluation of staff performance management systems, including PEPMIS and PIPMIS, in PSCs.
  • Prepare proposals for the appointment of Boards of Directors.
  • Perform other duties related to the field as assigned by the immediate supervisor.

Qualifications and Experience

Applicants must:

  • Be employed in the public service.
  • Hold a bachelor’s degree in one of the following fields from a recognized institution:
    • Accounting
    • Accounting with Information Technology
    • Finance
    • Banking and Finance
    • Actuarial Sciences
    • Economics
    • Commerce
    • Business Administration
    • Business Administration majoring in Finance
    • Bachelor of Science in Business Information
    • An equivalent relevant qualification
  • Have at least seven years of working experience in a related field.

Remuneration

Successful candidates will receive remuneration under TRSS 6.1.
