Position summary
The U.S. Mission in Tanzania is seeking eligible and qualified applicants for the position of Supervisory Information Management Specialist in the CDC office.
Working under the supervision of the Deputy Country Director, the Information Technology Chief is responsible for Information Technology services management and support oversight. The job holder leads the development and implementation of IT-related activities and projects and directly coordinates the day-to-day management and oversight of IT services at the CDC-Tanzania offices.
The incumbent provides advice and guidance on IT management and support services and develops plans for maintaining and replacing IT software and equipment as technology advances. The position is responsible for the integrity and security of all IT equipment, software and data systems.
The incumbent provides instructional training to CDC-Tanzania staff on the proper use and security of IT equipment and advanced instruction on office productivity software. The job holder also:
- Monitors IT resource usage to ensure compliance with U.S. Government IT policies.
- Reviews server system performance and its management implications.
- Ensures contractors provide effective support services.
- Assists in formulating IT operating budgets.
- Serves as the liaison between CDC-Tanzania and counterparts at the CDC Headquarters IT Services Office.
The job holder reports to the Deputy Country Director, CDC-Tanzania.
Major duties and responsibilities
1. Strategic planning – 15%
As the in-country lead expert on all information and communication technology matters, the incumbent:
- Actively participates with CDC management in strategic planning for the development, operation and evaluation of information and communication technology systems that support CDC-Tanzania operations.
- Advises senior management on the hardware, software, financial and human-resource requirements needed to meet current and future information and technology needs.
- Takes the primary lead in developing information and communication technology strategic plans that support CDC-Tanzania programmes and operations.
- Serves as the principal consultant on IT decisions for the agency in Tanzania.
- Supports pilot projects for the Global Office of the Chief Information Officer as required.
- Develops and maintains IT systems architecture.
- Defines standards and protocols for data exchange, communications software and the interconnection of network information systems.
2. Management and coordination – 30%
The incumbent serves as the CDC-Tanzania focal point for compliance with U.S. Government policies, Department of Health and Human Services policies, and CDC-Atlanta information management and technology standards, guidelines and procedures.
The job holder:
- Serves as a key consultant on IT decisions for CDC-Tanzania and CDC-Tanzania-funded projects implemented by external partners.
- Develops, implements and monitors desktop hardware and software standards and guidelines.
- Works closely with the Regional IT Advisor and CDC-Atlanta OCIO to ensure the CDC-Tanzania office meets minimum Partnership standards for telecommunications, technology and applications.
- Supervises three CDC-Tanzania operations positions based at the main office and the satellite office at the Embassy.
- Develops standard operating procedures for staff.
- Evaluates staff performance and takes appropriate personnel action based on performance.
- Develops budgets and plans covering a one- or two-year period.
- Works with administrative staff to submit purchases and requests for contractual services on time.
- Maintains up-to-date inventories of all ICT equipment.
- Manages software applications and licences for the CDC-Tanzania site.
- Ensures that installed software meets agency standards, is properly licensed and does not present a risk to the CDC-Tanzania network.
- Monitors software logs for problems and ensures optimal functioning.
- Conducts regular risk assessments of new and existing applications.
- Analyses work processes and functions that may be automated.
- Modifies application programmes developed at headquarters or elsewhere based on the analysis.
- Ensures all systems meet minimum security requirements and are protected from known malicious threats, including viruses and malware.
- Manages structured end-user capacity building to ensure the optimal and efficient use of ICT systems and tools available to CDC-Tanzania.
- Develops the ICT team’s capacity by coordinating training and coaching methods to ensure sufficient skills are available to provide and support ICT services.
- Manages relationships with internal and external ICT stakeholders, including hardware and software vendors, service providers, industry regulators and consultants.
- Works with CDC-Atlanta and the Regional OCIO Advisor to negotiate the costs of services, equipment and software provided by the CDC-Atlanta Information Technology Services Office.
- Procures, installs, tests and maintains programme applications.
- Prepares, reviews and monitors the CDC-Tanzania ICT Annual Budget and Operating Plan to support effective implementation of the ICT strategy.
- Recommends the procurement of new ICT equipment for CDC-Tanzania offices, programmes and projects.
- Provides technical specifications and information on the best options available in local or international markets.
- Develops and maintains performance monitoring and reporting systems that provide management and technical reports for decision-making and operational support.
3. ICT operations and technical responsibilities – 30%
The Information Communication Supervisor serves as the technical expert who advises CDC programme management on the evaluation, selection, implementation and maintenance of information systems. The position ensures appropriate investment in strategic and operational systems for CDC-Tanzania.
The incumbent:
- Determines the information management needs required to make effective IT decisions.
- Ensures relevant information is gathered, processed and communicated promptly.
- Supervises the management and configuration of server equipment.
- Troubleshoots connectivity problems.
- Manages the setup of new servers and connectivity equipment.
- Installs software packages appropriate for enterprise requirements.
- Oversees system operations and ensures compliance with applicable security requirements.
- Reports security and system-operation problems.
- Manages and maintains communications capacity through Voice over IP technologies.
- Provides technical support to implementing partners and the Ministry of Health for CDC-sponsored programme activities.
- Analyses hardware and software capabilities against current and anticipated CDC-Tanzania requirements.
- Recommends configurations that meet operational demands.
- Reviews office functions for possible automation.
- Investigates advanced technologies through professional publications and advanced training.
- Identifies opportunities to improve workforce or server-system productivity through technology.
- Makes recommendations based on IT research and findings.
- Plans and coordinates implementation activities with internal and external clients, vendors and consultants.
- Coordinates hardware and software installation and upgrades, system design and programming, computer-network development, and Internet and intranet services.
- Ensures cabling infrastructure across the LAN and WAN remains available and reliable.
- Ensures remote connections to off-site operations maintain the highest possible quality of service.
- Provides expert technical management of the LAN, which supports approximately 85 users.
- Administers user rights and access, file-management services, backups and server-system logs.
- Works with LAN administrators to control and manage access to the Internet and CDC intranets.
- Ensures network security, data security and access controls comply with CDC security requirements and standards across local and wide-area networks.
- Performs firewall management.
- Manages network backups, software upgrades, security upgrades, performance monitoring and troubleshooting.
- Serves as project lead for system, equipment-upgrade and application-development projects.
- Manages communications capacity through Voice over IP and Digital Video Conferencing technologies.
- Integrates computer support with epidemiological and programme activities, including laboratory work.
- Plans and develops IT training programmes covering advanced applications and advanced or expert features in office productivity software.
- Provides on-the-job skills training to IT staff on advanced server operations.
- Analyses specific office functions and implements training tailored to advanced computer users.
- Recommends alternative methods for organising, processing and performing office functions to improve the use of computer resources for technical, non-IT training.
- Manages remote access services to CDC-Tanzania.
- Facilitates remote access for CDC-Tanzania users to the CDC-Atlanta network.
- Ensures access is properly administered and prevents access by unauthorised users.
- Enforces OCIO policies and procedures and helps prevent compromises that could affect network security.
- Liaises with local telecommunications providers to troubleshoot problems and introduce new telephone technologies.
- Assists Embassy IT staff in maintaining OpenNet systems located at CDC-Tanzania according to Department of State standards.
- Regulates access to Embassy network equipment in compliance with Embassy security standards.
- Administers, or directs staff in administering, network security devices and network-traffic filters.
- Liaises with CDC-Atlanta and vendors to ensure that the special requirements of supporting a field station in a developing country are accommodated.
- Provides network facilities for other agencies co-located at CDC-Tanzania offices.
- Ensures that the special requirements, circumstances and limitations of providing IT resources to non-CDC-Tanzania personnel are considered.
- Supports and manages building-access systems and security cameras.
- Advises CDC management, in liaison with the Embassy Regional Security Office and security team, on installations, configurations and upgrades to security-camera and building-access systems.
4. Supervision and leadership – 25%
The incumbent supervises staff in the Information Technology Unit and:
- Assigns work and provides guidance and direction to ensure effective and timely IT and communication support services.
- Monitors staff performance and conducts performance appraisals.
- Develops and reviews position descriptions.
- Participates in interviewing and selecting IT staff.
- Makes recommendations on staffing levels, training and personnel actions.
- Oversees the structure, functioning and performance of IT Unit staff to optimise information technology support capacity.
- Is responsible and accountable for IT support services throughout CDC-Tanzania.
- Manages multiple information and communication systems and projects involving voice, data, imaging and office automation.
- Supports CDC-Tanzania’s workforce of approximately 85 people and its annual operating budget of approximately USD 15,424,746.
- Oversees the development and maintenance of the CDC local area network and software programmes supporting administrative and programme functions.
- Develops and enforces policies and procedures protecting the LAN and the integrity, security and privacy of data and software programmes.
- Researches, evaluates and oversees the incorporation of system enhancements that address CDC-Tanzania’s changing needs.
- Works with collaborating partners on information-systems projects.
- Manages, leads, coordinates, communicates and integrates information-systems and informatics projects.
- Is accountable for project success and ensures alignment with critical agency priorities.
- Ensures ICT and information-systems activities achieve the outcomes identified in the agency’s business strategy.
- Supports appropriate strategic planning, lifecycle management and capital ICT investment plans.
- Participates in ICT and information-systems project selection, prioritisation, evaluation-protocol development, cost and schedule management, risk management, quality management and resource allocation.
- Determines the ICT and information-systems resources needed to establish informatics projects or programmes.
- Provides advanced training to CDC-Tanzania staff and implementing partners.
- Supports the development of a framework for adopting and using standards that promote system interoperability within the organisation and between relevant organisations.

- Assessing server settings to achieve optimal bandwidth usage for communications equipment such as Voice over IP phones.
- Diagnosing computer-equipment malfunctions ranging from simple to extremely difficult.
