Statement of Work – Commodity Financing Specialist
Purpose: Provide technical assistance (TA) to MoH in the implementation of Health Commodities Revolving Fund

Provider(s): Local Consultant (TBD)

Period of Performance: 20 days (November 2023 – February 2024)

Place of Performance: Dar es Salaam

Background
Results-based financing (RBF) is a relatively new innovation in health financing, with the potential to boost health system functioning and facilitate the move towards universal health coverage. This innovation links financing to results and accelerates the achievement of health targets and strengthens the health system.

The RBF model details all the roles and responsibilities performed by the Government of Tanzania (GoT) counterparts selected based on an assessment of their legislated functions and current capacity. The existing structure of the health sector, via the Ministry of Health (MOH), the President’s Office – Regional Administration and Local Government (PO-RALG), regional government, and local government has endorsed this design.

Purpose
GHSC TA-TZ, as a technical assistance implementing partner to the GoT’s health supply chain strengthening efforts, provides support in establishing a sustainable RBF scheme, with a focus on the Medical Stores Department (MSD) supply chain component. The purpose of this exercise is to provide technical assistance to MoH in monitoring the processes of RBF implementation on MSD supply chain components.

Activities
1. Provide Technical Assistance (TA) to MoH in the implementation of the Health Commodities Revolving Fund (HCRF). This includes;

TA to MoH in the monitoring of HCRF implementation at Regional Referral Hospitals
TA to MoH in updating the existing e-Learning HCRF module
2. Provide Technical Assistance to MoH in the budgeting for health commodities. This includes;

TA to MoH to update the formula database, including the addition of new facilities and adjusting formula parameters where needed
TA to MoH in the finalization of the receipt in-kind allocation formula automation
3. Provide Technical Assistance to MOH to document lessons learned and the impact of health financing initiatives on health outcomes.

Bachelor’s degree + 9 years, master’s degree + 6 years, or Ph.D. + 4 years of relevant experience
Advanced degree in public health, business administration, pharmaceutical or other relevant field – Master is preferred.
At least 6 years of relevant professional experience, preferably in a government or donor-supported project environment.
Strong knowledge of commodities supply chain management in the Tanzania context.
Experience in using/applying costing models/tools.
Experience in direct technical assistance to government staff at national and district levels.
Ability to independently plan and execute complex tasks, and work in close collaboration with other project team members.
Strong interpersonal and communication skills, initiative, and good judgment.
Advanced written/oral skills in English and Kiswahili.
Computer literacy (MS Office)
Expert knowledge of health financing and financing mechanisms, and the health sector supply chain system and commodities in Tanzania.
Experience leading and conducting supply chain costing studies and efficiency assessments, especially for low-income countries and preferably in Tanzania.
Understanding of supply chain financing and Global Fund mechanisms.
