Consultancy Opportunity:

To conduct a vocational skills, enterprise identification and Labor Market Assessment

BACKGROUND

Winroack International is a non-profit organization that works with people in the US and around the world to empower the disadvantage increase economic opportunity and sustain natural resources

In Tanzania since 2006 winroack has partnered with the Japan Tobacco International to implement the achieving, reduction of childhood labour in support of education program in Urambo Uyui and Kaliua DC, ARISE is aimed at dressing the child labour problems in grower communities where JTI sources its leaf

This is done through increasing access to education and household and improving policy and regulatory framework to address the child labour problems, the project is scaring up and addressed the child labour extending to other communities in district

In light of the above winroack seeks to engage the experienced consultancy/consulting firms to undertake a vocational skills and labour market assessment to ascertain and explore market driven and viable vocational skills to be provided to out of school children of legal working in the ages (14 – 17) as well as enterprise women in the targeted district, this will be achieved through a detailed analysis of priority sectors focusing on value chain approach to fully understand self employment opportunities, requirements and partnership that would be most relevant to the target group in the focus areas

PURPOSE AND OBJECTIVE OF THE ASSESSMENT

The purposes of this vocational skills and labour market assessment (VS-LMA) is to assess and identify viable and market driven vocational skills that provide potntial employment and self-employment opportunities for out-of-school women in the targeted district

ASSIGNMENT TIME FRAME

The VSL-LMA is expected to take a maximum of 24 man-day from inception to submission of final report

KEY DELIVERABLES & TASK FOR THE CONSULTANT

  • Inception report
  • Data collection and analysis
  • Draft Report
  • Power point presentation of finding
  • Final report

QUALIFICATION & EXPERIENCE OF THE CONSULTANT

  • Must possess degree or masters in development studies/social science/community development rural development/agriculture/agribusiness/management/demography/technical education/marketing or related fields from reputable
  • At least 3 years of demonstrable progressive hands on experience in undertaking vocational skills and labor market assessment for youth and women
  • Hands on progressive knowledge of LAM models such as ENGAGE etc
  • Strong report writing and presentation skills a requisite
  • Fluency in English and Swahili is preferably

  • Samples of previous assignment at least sample at least of related work or links of reports done by the consultants as well as other team member
  • Budget this include daily rate for consultancy fees (inclusive of taxes) total time (days) required to complete the work and an indication of direct operation costs(for enumerators, vehicles hire, fuels, stationery etc
