CONSULTANCY: DOCUMENTING AND SHARING BEST FLR PRACTICES IN KENYA, TANZANIA AND ZAMBIA

Background

The WWF Forest Landscape Restoration(FLR) in Africa Initiative is built around removing barriers to successful implementation of restoration at scale in nine African countries namely Cameroon, DRC, Kenya, Madagascar, Mozambique, Tanzania, Uganda, Zambia and Zimbabwe. The initiative considers research and lesson sharing as one of the main strategies for delivering restoration impact at scale on the ground as this will help emerging restoration actions become more efficient and effective. FLR is not just about reforestation, but about restoring ecological functionalities in a “whole landscape” approach that involves stakeholder engagement and focus on people, landscapes and livelihoods for multiple benefits.

WWF Tanzania, Zambia and Kenya are implementing the FLR BENGO/BMZ project called Forest Landscape Restoration (FLR)in East Africa – political framework and pilot measures for the successful implementation of FLR strategies. One of its key outputs is the documentation and sharing of lessons on best FLR practices that have been implemented by WWF and partners in the three countries. Understanding the underlying factors for success and failure of FLR interventions in three countries will help build success factors in design and implementation of new projects in the three countries as well as the other 6 target countries.

Objective of the consultancy

This consultancy assignment is a deliberate effort to collect information on FLR practices that have been implemented by WWF and partners in the landscapes in Kenya, Tanzania and Zambia for over the past 20 years.

The aim is to document successful and failed FLR interventions and determine key success and failure lessons and come up with recommendations on key practices and approaches to consider for successful implementation of restoration at scale. The assignment also includes creation of a database of practices, success and failure factors and partnerships that deliver restoration at scale in landscape and nationally in the three countries. This information will be compiled into website materials which will be uploaded in WWF websites for the three offices and also for AFR100 Secretariat.

Specifically, the consultant will

  • Identify, analyze and synthesize FLR initiatives at National and Regional level together with WWF colleagues and partners of each country to document successful and failed interventions and lessons for success and pitfalls to avoid emerging from implementation.
  • Document three best practices for each country and determine opportunities for replication
  • Establish a database which is accessible for all three country teams of FLR best practices and failures and expected results of their implementation
  • Develop a template to best present the three best practices but also future best practices, which can be published on WWF websites and the AFR100 platform
  •  Publish FLR good practice documents for sharing and upscaling in WWF websites and in AFR100 platform
  •  Develop FLR best practice guideline brochure for the three offices, which together with the best practice template can guide the three teams in publishing future best practices.
