Assignment Title: CONSULTANCY SERVICES FOR AN EXPERT TO SUPPORT THE WATER RESOURCES CENTER OF EXCELLENCE (WRCoE) IN PROVIDING MULTI-SECTORAL ANALYSIS AND POLICY SUPPORT TO DIFFERENT STAKEHOLDERS

This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business; Issue No. WBS803 12/16 of December 21, 2016.

me Government of the United Republic of Tanzania through the Ministry of Water (MoW) has received financing from the World Bank towards the cost of the Water Sector Support Project (WSSP II) which is part of the Second Water Sector Development Program (WSDP II) and intended to apply part of the proceeds for consulting services.

The Individual service (“the services’) includes Technical Advisor to Support the Water Resources Center of Excellence (WRCoE) in Providing Multi-Section Analysis and Form Support to different stakeholders. The main objective of the assignment is to support the Center providing multi-sectoral analysis and policy support to different stakeholders. The Expert will support and complement the work of the consultant on Conceptualization, Strategic Planning and Operationalization of the Center and other Experts. The functions and responsibilities shall include but not limited to enhancement of the Water Resources Management (WRM) knowledge base and its utilization across relevant sectors, facilitation of technical exchange and data harmonization across sectors to support joint decision making and development of relevant decision support tools, promoting and conducting action oriented and demand driven applied research in water resources planning and management and disseminate knowledge and information to organizations, government departments, regulators, policy makers, wider public etc. in order to create the much needed critical mass of expertise knowledgeable in WRM and development processes for the successful delivery of projects and programs

The Ministry of Water (MoW) now invites eligible individual consultants to express their interest in providing the above mentioned services. The evaluation criteria shall include but not limited to (l) Consultant shall have a minimum of (10) years of overall experience in water resources governance, management and planning at section and policy level, ii) Master’s Degree or equivalent in Water Resources Governance, Water Resources Planning, Water Resources Management, Water Resources Engineering, Natural Resource Management, Environmental Management/Science and/or other major water resources related fields. Holders of a masters degree in other related fields with experience in multi-sectoral analysis and policy engagement related to water resources, environmental and/or natural resources management will also be considered.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Giants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the procedures set out in the World Bank Guidelines: “Selection and Employment of Consultant by World Bank” dated January, 2011 revised July, 2014.
