FOR

CONSULTANCY SERVICES FOR PRE-INSPECTION OF IMPORTED ELECTRONIC COMMUNICATION EQUIPMENT AND COLLECTION OF ADVANCE ECO-LEVY FEES

INTRODUCTION

1. TCRA is a quasi-independent government body responsible for regulating the telecommunication postal broadcasting sector in Tanzania. It was established as part of the government policy reforms in the communication sector with the aim of the improving the availability of the communication services to the public as well as to allow new player into the market
   Pursuant to the requirement of the electronic and postal communication Act No. 12 of 2010 intending the written laws (miscellaneous Amends) No. 5 of 2019 TCRA is now intending to engage external services providers to established a self-funded solution for the managing the import of electronic communication equipment waste and serve as the authority agent manufacturers and/or importers of electronic communication equipment’s into the united republic of Tanzania
2. OBJECTIVE
   The objective of this assignment is to establish a solution for managing the importation of electronic communication equipment waste into the United Republic of Tanzania. This assignment aims at
   i. Establishing a baseline for the management of electronic communication equipment waste in the country
   ii. Fighting illegal trade on importation of electronic communication equipment
   iii. Protecting the environment by reducing the risk associated with the importation of electronic communication equipment waste
   iv. Enabling collection of the advance eco-levy fee(end of life) for all electronic communication equipment used in Tanzania
3. SOPE OF ASSIGNMENT
   The scope of this assignment shall cover

• The supply and installation of system that will enable tracking or all regulated electronic communication equipment from their time of their entry into Tanzania until these products reach their end-of-life collection of details manufactures and importers of electronic communication equipment and interface differs actors involved in the process and share information amongst all stakeholders
• Carry out pre-inspection and collection of advance eco-levy fees from manufactures and or/importers of electronic communication equipment’s in the United Republic of Tanzania

4. INVITATION
TCRA now inviting expression of interest from eligible qualified and competent firms to indicate their interest to be shortlisted to provide the authority with necessary technical legal and commercial expertise required for the pre-inspection imported electronic equipment and collection of advanced Eco levy fees

5. SELECTION PROCEDURES
A firms will be selected in accordance with procedures set out in the public procurement Act No. 7 of 2011 and the public procurement regulation of 2013 amended in 3026. Note that this is not requested for proposal after review of letters for expression of interest a shortlist of consultants will be prepared and they will be invited to submit their proposal through letters of invitation which will include specific terms of reference

6. CRITERIA FOR ASSESSMENT OF EXPRESSION OF INTEREST
In assessing the expression of interest consideration will be given to the following
i. Profile (certified copies of original documents defining constitutional or legal status, principal place of business of the company/firms/individual including valid business license)
ii. Experience (submit list of similar assignment indicating among for each assignment nature of the assignment of the employer and contact address an year of completion of the project)
iii. Qualification and experience of proposed key staff (submit CV’s)
iv. Audited financial statement to support financial soundness of the firms to carry out the assignment(submit latest 3 years consecutive audited financial statements)
