REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

1. This request for expression of interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14th June 2022.

2. The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening – Engagement of Project Manager, Tender No. AE.001/WB-TanTIP- P165660/298071/2021/22/C07.

3. The Consulting Services (“the Services”) include Management of the Works and Supervision Consultancy Contracts. The Project Manager will also enhance capacity of TANROADS staff through implementation of projects under Tanzania Transport Integration Project (TanTIP). which comprises of rehabilitation of Mtwara – Mingoyo – Masasi (200 km), Rutikira – Songea (100 km), Lusahunga – Rusumo (92 km) and Upgrading of Iringa – Msembe (104 km), Rehabilitation and Improvements of Regional Airports of Tanga, Iringa and Lake Manyara. The timeframe for the execution of this assignment is 60 months.

4. The detailed Terms of reference (TOR) for the assignment are available on the following website www.taneps.go.tz. The Consultant will be required to register on the TANePS to be able to participate in this selection process. All requests for clarification should be sent through TANePS and the Client will send responses to Clarifications and Amendments through TANePS – https:’www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest. The Consultants would be responsible for ensuring that any addenda available on the website is also downloaded and corporate.

5. The Tanzania National Roads Agency (TANROADS), an Agency of the Mimistry of Works and Transport now invites eligible individual Consultants to indicate their interest m providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the follow qualifications and experience:

(a) Education:

(i) The Project Manager must be a registered or chartered Civil Engineer with a degree in Civil Engineering or equivalent qualifications.

(ii)Master’s Degree in Civil or Highway or Structural Engineering, Engineering Management, Construction Management will be added advantage.

(b) Working experience:

(i) She/he must have a minimum of twenty (20) years’ post qualification experience related to Road design ‘Airports design and construction supervision and out of which minimum 5 years” experience in an advisory capacity in construction project management.

(ii) She/he must have served as Project Manager or equivalent position in at least three (3) infrastructure development projects for the Construction ‘Rehabilitation of Bituminous roads’ Airports of similar magnitude and complexity in the last 10 years.

(iii) She/he must have experience in contract administration under FIDIC Forms of conditions.

(c)Language and regional experience:

(i) Must have a working experience of at least three (3) years in developing countries and

(ii) Proficiency in written and spoken English is mandatory.

6. The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (‘Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7, A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (‘Procurement Regulations”).

9. Expressions of Interest must be submitted through the Tanzanian National Electronics Procurement System (TANePS) web-based link http::’www_taneps.go.tz on or before 10:00 hours local time on 10th August, 2022. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through TANePS.
