REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES — INDIVIDUAL CONSULTANT SELECTION)

1. This request for expression of interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14″ June 2022.

2. The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening – Recruitment of Independent Consultant for Assessment of Resettlement Action Plan (RAP) for Rehabilitation and improvements of Lake Manyara and Iringa Airports, Tender No. AE.001/WB-TanTIP- P165660/298084/2021/22/C/04.

3. The Consulting Services (‘the Services’) include carrying out a review of the land acquisition process to date in relation to the Lake Manyara Airport and Iringa Airport subprojects. The Consultant will also enhance capacity of TANROADS staff through implementation of projects under Tanzania Transport Integration Project (TanTIP) which comprises of rehabilitation of Mtwara — Mingoyo — Masasi (200 km), Rutikira — Songea (100 km), Lusahunga — Rusumo (92 km) and Upgrading of Iringa — Msembe (104 km), Rehabilitation and Improvements of Regional Airports of Tanga, Iringa and Lake Manyara.

The timeframe for the execution of this assignment is 2 months.

4. The detailed Terms of reference (TOR) for the assignment are available on the following website www.taneps.go.tz. The Consultants will be required to register on the TANePS to be able to participate in this selection process. All requests for clarification should be sent through TANePS and the Client will send responses to Clarifications and Amendments through TANePS – https:/Avww.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression for Interest. The Consultants would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

5. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and Transport now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

a) Education:

(i) A degree in the Social Sciences or related field;

(i) Master’s Degree in the Social Sciences will be an advantage.

b) Working experience:

(i) At least 10 years’ experience with social safeguards and/or resettlement in development projects (preferably the WB ESS5)

c) Language and regional experience:

(i Working experience of at least three (3) years in developing countries and

(i) Proficiency in written and spoken English and Swahili is mandatory.

6. The attention of interested individual consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

7. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”).

9. Expressions of Interest must be submitted through the Tanzanian National Electronics Procurement System (TANePS) web-based link http/Avww.taneps.go.tz on or before 10:00 hours local time on 10″ August, 2022. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through TANePS.
