INVITATION FOR EXPRESSION OF INTEREST (EOI)
CONSULTANCY SERVICES TO THE PROPOSED CONSTRUCTION OF ILALA MUNICIPAL HEADQUATER OFFICE BUILDING TO BE
BUILT AT MISSION STREET IN ILALA MUNICIPALITY
1.The Ilala Municipal Council has acquired fund and is intending to apply the funds to cover eligible payments under the contracts for undertaking design and supervision of its proposed Headquarter office building. The Proposed office is to be constructed at the junction of Sokoine Drive and Mission Street Within the current Municipal Council offices premises.
2. The Municipal Director, Ilala Municipal Council now im7ites eligible consulting firms to indicate their interest in providing the services as detailed above by submitting a separate expression of interest for each assignment applied for. Both design and supervision shall take maximum of 24 months.
3. Criteria for Assessment of Expression of Interest.
· Profile (Certified copies of original documents defining constitutional or legal status, principal place of business of the company/firm/individual including valid business license.
· Experience (Submit list of similar assignment indicating amount of each I assignment, nature of the assignment, name of the employer and contact . address and year of completion of the project)
· Qualification and experience of proposed key staff (Submit certified CV5)
· Audited Financial statements to support financial soundness of the firm to carry out the assignment (Submit three-year consecutive audited financial statements)
4. Please note that this is NOT a request for proposal, after review of letters for expression of interest a shortlist of consultants will be prepared and they will be invited to submit their proposals through letters of invitation including specific Terms of Reference.
Selection Procedures
5. A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 as amended in 2016.
6. Interested eligible consultants may obtain further information from the office of the Secretary, Municipal Tender Board, Ilala Municipal Council from 9:00 am. to 3.30 pm. on Monday to Friday except on public holidays.
7. All applications should be prepared in three copies ”Original and two copies” properly marked “Original and Copy” The outer envelope must clearly be marked ”EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO THE PROPOSED CONSTRUCTION OF ILALA MUNICIPAL HEADQUATER OFFICE BUILDING TO BE BUILT AT MISSION STREET IN ILALA MUNICIPALITY ”to be submitted before or on Monday 25‘h November 2019 at 10:00 hours local time to the Secretary of Tender Board, Ilala Municipal Council P.O Box 20950, Dar Es Salaam, within Municipal Depot Offices Situated Along Nyerere Road Near Mkuki House.
8. The deadline for submission of Expressions of Interest is 10:00 hours on Monday, 25th November 2019. The expression of interest will be opened promptly thereafter in the Public in the presence of the bidders’ representatives who choose to attend in person at Ilala Municipal Depot Off1ces, P.O BOX 20950 , Dar Es Salaam On 25th November 2019 at 10:30 hours local time.
9. Emailed, Faxed and late Expressions of Interest shall not be accepted for assessment.
