CONSULTANCY WORK TO DEVELOP THRDC’s GENDER INCLUSION AND NON-DISCRIMINATORY STRATEGY

1. INTRODUCTION
The Tanzania Human Rights Defenders Coalition (THRDC) is an umbrella organization for more than 150 Human Rights focused organizations operating both in Tanzania mainland and Zanzibar. The main focus of the Coalition is to put on ground efforts towards enhanced security and protection of Human Rights Defenders in the United Republic of Tanzania. In struggling to increase the Tanzania civic space, THRDC works with members/ Human Rights Defenders from the following thematic areas; Defending Freedom of Expression, Human Rights in general, Rights of Pastoralist Children Rights and the Rights of Women, Minority Rights, Natural Resources and Economic Rights, Social Rights and Accountability, and Legal Aid Providers. THRDC understands that while working with these groups, there are gender issues to be considered so as to ensure effectiveness of its interventions at all levels and again trickling down the gender sensitivity perspectives to the same.

Of recent, the issue of gender inclusion and mainstreaming in development programs has become a critical point of concern, stemmed on the theory of “leaving no one behind” on issues concerning their rights, roles, and needs. In a broader view, gender mainstreaming is aimed at ensuring the attainment of gender equality in the development process by redressing the existing gender imbalances. It also provides for equal opportunities for women, men and other special groups, to actively participate and contribute to their fullest ability and equitably in development programs. Gender inclusion and non-discrimination at an organizations’ level is the integration of gender and special groups’ perspective into every organizations’ operation and intervention (design, implementation, monitoring, and evaluation).

Despite the raised concerns on gender consideration in development programs, there is still considerable uncertainty among key players in many organizations/partners as to what mainstreaming actually entails in operational terms. Understanding this,, THRDC has planned to develop a comprehensive strategy which will be used as a tool for ensuring that gender issues are effectively observed while doing internal operations, working with members, development partners and other stakeholders in general. Also, a tool will provide guidelines for THRDC to be considered while addressing various gender/ special groups sensitive matters. The strategy will examine the situations in various organizations’ operations from a gender perspective in order to provide appropriate guidance, strategies and interventions for its successful implementation. The strategy will ensure that gender mainstreaming takes root across all Coalitions interventions as a means to become a gender sensitive organization. Therefore THRDC is looking for a competent consultant (team/individual) to work on the following objectives;

OVERALL ASSIGNMENT OBJECTIVE
To develop a comprehensive THRDC’s gender inclusion and non-discriminatory strategy

2.1. SPECIFIC OBJECTIVES

To identify and review the key gender and special groups issues of consideration, with respect to THRDC’s operations and interventions context
To provide and recommend the key gender strategic focus for THRDC while dealing with all members’ nine thematic areas.
To develop THRDC’s gender inclusion and non-discriminatory strategy including the gender inclusivity considerations Action Plan
To orient staff and members on gender mainstreaming and non-discrimination in organizations’ operations and programs interventions

3. ASSIGNMENT DELIVARABLES
Upon successful completion of the task, the consultant is expected to submit;

A full developed THRDC’s gender inclusion and non-discriminatory strategy (responding to the objectives above)
Report on THRDC’s staff and selected members training on gender mainstreaming in organizations’ operations and interventions

4. QUALIFICATIONS AND EXPERIENCE
Education: Holder of at least either Master’s/ Bachelor’s Degree in Social Sciences, Development Studies, Gender Issues or any other related field

The Consultant/team is expected to have the following capacities;

  • Experienced in assuming the same or related assignment before
  • Well-articulated, knowledgeable, motivated and timelines observer
  • Excellent writing and presentation skills.
  • Be fluent in English and Swahili languages

5. INSTITUTIONAL ARRANGEMENT:
The consultant will be directly supervised by THRDC secretariat with immediate supervision from the Coalitions’ National Coordinator.

6. PROFILE OF THE CONSULTANT/EVALUATION TEAM
Detailed specific skills or characteristics needed by the consultant or team, e.g. technical knowledge, familiarity with the same assignment or other related assignment before.

7. PROPOSALS SUBMISSION
The applicant should submit the following documents in English for consideration; A cover letter, technical proposal, financial proposal and CV for the professionals who will work on this assignment
