REQUEST FOR BIDS

“CONSULTANT FOR GENEBANK CONSTRUCTION IN ESA ARUSHA TANZANIA’

WorldVeg is currently carrying out an improvement project for its Arusha-based gene bank to international standards.

The project consists of rehabilitating the existing medium-term storage facility and constructing a new gene bank building adjacent to the existing one. The two buildings shall be connected through a covered passage corridor. The new gene bank facility is designed to store vegetable seeds for up to 99 years.

The scope of the project is as follows. Phase 1 will consist of the construction of the main building, utility lines for electricity, water, gas, and the ancillary facilities mentioned below. Phase 2 will include insulation and air circulation engineering works. This Request for Bids (RFBs)is for Phase 1-construction of the main building and ancillary facilities.

We are recruiting a Consultant to provide technical oversight and coordination of the gene bank modernization project to ensure that the project is implemented and completed to the required standards and within the agreed time scale and budget.

Key Consultancy Responsibilities

The Consultant will support the WorldVeg team in terms of:

  • Provide technical advice and guidance to WorldVeg management throughout the life of the project.
  • Assist in the procurement process for Phase 1 by formulating the Expression of Interest (EOI) and other bidding documents as required.
  • Assist in the evaluation for the prequalification of building contractors.
  • Assist in developing the legal agreement based on the draft contract provided by the WorldVeg for the selected building Contractor.
  • Ensure that the selected building Contractor procures and uses quality materials as defined and outlined in the contractual documents such as architectural design and Bill of Quantities of the project.
  • Monitor the progress of the project to ensure timely delivery. Any risks or challenges encountered must be communicated to WorldVeg speedily

Selection Method and Evaluation

The procurement of this consulting services—individuals will be contracted through open bidding (advertised request

for bids) and selection on value (experience and qualification) by an Evaluation Panel.

The Panel will be formed and approved by WorldVeg Director General for the evaluation of bids. The Panel will evaluate the bids according to these criteria and weight allocation:

  • Knowledge of local conditions, including construction rules and regulations, and market prices-25%
  • Work experience in architectural consultancies, civil engineering works, and project management – 20%
  • At least 5-10 years’ experience of managing building contracts- 15%
  • Good analytical skills – 10%
  • Record of good performance- 10%
  • Good communication skills – 10%
  • Active member of the Tanzania Engineer’s Registration Board – 5%
  • Good negotiation skills – 5%

Selection will be in one-stage: evaluation of experience and qualification.

The highest-ranked bidder will be invited to negotiate a contract. In case contract negotiation with the highest-ranked bidder does not succeed, WorldVeg reserves the right to invite the second highest-ranked bidder or restart a new procurement process.

Timeline and reward

This procurement seeks to award a time-based contract with specified outputs for 13.5 months from 15th November 2021 to 31 December 2022. The performance of the Consultant will be evaluated per payment, and a review will be conducted before each payment.

  • Convene and moderate regular site meetings between WorldVeg and the selected building Contractor to review progress and resolve any outstanding issues.
  • Produce interim/monthly progress reports and subsequent minutes.
  • Ensure that the selected building Contractor submits regular written reports on the progress of the project in accordance with the requirement of the contract.
  • Ensure that the selected building Contractor and their subcontractors comply with all legal and professional requirements of the construction industry.
  • Provide day-to-day guidance to the the selected building Contractor.
  • Monitor and ensure that at all times the selected building Contractor indemnifies WorldVeg with all workmanship liabilities at the site.
  • Verify the selected building Contractor’s payment request certificates.
  • Maintain all necessary records to ensure effectiveness in communication, monitoring, audit, and report writing.
  • Submit a final report to WorldVeg after the completion of the building works.
  • Hand over the certificate of works completion after six months of the defect liability period.

The Consultant will regularly report to the Regional Director, and he will also periodically update him on the progress of the project, successes, and bottlenecks of implementing this project.

How to Submit a Bid?

Eligible bidders who wish to participate shall submit the following documents:

1) Curriculum vitae, highlighting:

a. Education background

b. Work experience in Architectural consultancies, civil engineering, and project management

c. At least 5-10 years’ experience of managing building contracts

2) A certificate, proving active membership in the Tanzania Engineer’s Registration Board

3 Record of good performance (e. g. certificate of gratitude from a previous project or assessment report)

4) A 5-page personal statement of expression of interest, showing knowledge of local conditions, including construction rules and regulations and market prices, and inter-person skills such as communication, negotiation, and analytical.

5) A reference letter from an established fellow civil engineer, construction association, university department, or building firm.

There are no required templates for the documents.
