GENERAL PROCUREMENT NOTICE

DAR ES SALAAM BRT PHASE 5 PROJECT CTZ 1075

1. The Government of the United Republic of Tanzania has received financing from Agency Francaise de Development (“AFD”), towards the implementation cost of Dar es Salaam BRT Phase 5 Project. The project comprises two trunk corridors for a total length of 25.6 km, and 36 stations including construction of Mandela and Mabagala roads (16.5 km) and 23 stations and construction of Tabata – Kigogo road (9.9 km) and 13 stations.

2. The objectives of the Project are:

(i). To ensure the inter-modality between the BRT and the other modes of transport, notably through the construction of 7 feeder stations and the commissioning of 6 feeder routes.

 (ii). To improve the Port Access Road on a 3kin length, in the prolongation of the BRT corridor on Mandela Road.

3. The main characteristics of the BRT phase 5 are the following: –

(i). Construction of dedicated trunk BRT lanes, median busway alignment, platform-level boarding, off-board fare collection, and intersection treatments.

(ii). Construction of facilities for pedestrians and cyclists along the BRT corridors.

(iii). Purchase of 277 articulated bus, 50 feeder buses with a capacity of 50 passengers and 40 feeder buses with a capacity 35 passengers.

(v). Construction of three (3) depots (to be located at Temeke, Sigara, Taifa).

(v). 400 000 passengers per day expected at the commissioning.

4.  The Project will be implemented through the following components: –

(i). Component 1: Construction of the infrastructures, implemented by TANROADS

(a) Civil works (Roads, stations, and buildings).

(b) Project management with the support of a design review and supervision consultant.

{c) Consultancy Services to Support Implementation of BRT Phase 5.

(i). Component 2: Operations and Systems, implemented by DART

(a) Ticketing and passenger’s information system.

(b) Preparation of the operations and recruitment of an operator.

(c) Implementation of part of the Live Hood Recovery Plan (LRP) under DART supervision, subject to the completion of LRP framework.

(ii). Component 3: Capacity building and technical assistance to TANROADS

(iv). Component 4: Capacity building and technical assistance to DART Component 3 and 4 will finance staffing of the Project Implementation Units within TANRAODS and DART, Consultancy Services, Feasibility Studies for new investments, training actions and other technical assistance Required to ensure a successful implementation of the Project, notably in the foreseen tentative fields: NMT policies and design of NMT Pilot projects, transition toward cleaner buses (electric or CNG), improvement of the intersections and of the traffic management system, support to bus industry transition process, improvement of the road safety.

5. Procurement will be carried out in accordance with the Procurement Guidelines for AFD-Financed Contracts in Foreign Countries, October 2019°’ and the Tanzania Public Procurement Act No. 07 of 2011 and Public Procurement Regulations GN No. 446 of 2013 (amended 2016) on “procedures for selection and employment of Consultants.

6. Specific Procurement Notices for contracts to be bid under the International Competitive Bidding (ICB) procedures and for contracts for Consultancy Services will be announced, as they become available through AFD dgmarket (https://.afd.dgmarket.com), regional and local newspapers in Tanzania and in the Tanzania National e-Procurement System (TANePS) for procurement activities under National Competitive Bidding.

7, All prospective bidders interested to participate in bid opportunities under National Competitive Bidding are Required to be registered as users of the system. The registration is open to all local and international bidders. Bidders already registered to use TANePS need not to register again. All bidders are encouraged to use the system User Guides of Suppliers Training Videos, which can be accessed at https. www.taneps.go.tz.epps/home.do.
