DESIGN AND CONSTRUCTION OF WORKS FOR AN ELECTRIFIED STANDARD GAUGE RAILWAY (SGR) UNDER DESIGN AND BUILD ARRANGEMENT

TENDER NO.: PA/154/1-10/AFDB/202-23/W101

  1. The Governments of the United Republic of Tanzania and the Republic of Burundi have applied for financing from the African Development Bank toward the cost of The Construction of the Tanzania/Burundi (Uvinza – Musongati – Gitega) SGR Section which is the Phase I of the Tanzania – Burundi – DR Congo SGR project and intends to apply part of the proceeds from the loans to make payments under the contract for works for Construction of a Standard Gauge Railway (SGR) under Design and Build Arrangement.
  2. The Governments of the United Republic of Tanzania and the Republic of Burundi have entered into a bilateral agreement and appointed the Tanzania Railways Corporation as the Implementing Agency for this Multinational Project.
  3. The works for which this Invitation for Initial Selection applies and included under this project are Design and Construction of Works for an electrified Standard Gauge Railway (SGR) under Design and Build Arrangement.
  4. The scope of works will be the design and construction of about 282 KM of an electrified Standard Gauge Railway line from Uvinza in Tanzania (off the Tabora – Kigoma SGR line), across the international border along Malagarasi river to Musongati and onwards to Gitega (both in Burundi).
  5. The two Governments of Tanzania and Burundi have entered into a bilateral agreement to implement this multinational project as a single project within Tanzania and Burundi territories. The Employer is looking engage a single Works Contractor(and a single supervising consultant)for the whole project. However, for purposes of administration, the project is divided into two (2) Lots : Lot 1 consist of the 156KM Tanzania Section to be implemented in one package, and Lot 2 consists of the 126 KM Burundi section to be implemented in 2 packages as described below.
  6. The project is divided as follows:
    • Lot 1: Tanzania section from Uvinza to Malagarasi border (156 KM) to be implemented as one package.
    • Lot 2: Burundi section from Malagarasi to Musongati and Gitega (126KM) to be implemented in two packages
    • Lot 2-Package A: Malagarasi – Musongati (80 KM) Section.
    • Lot 2- Package B: Musongati – Gitega (46KM) Section.
  7. On behalf of two Governments of Tanzania and Burundi, TRC a government entity formed under Railways Act No. 10 of 2017 and incorporated in the United Republic of Tanzania under the Companies Act No.10 of 2017 will facilitate all procurement on behalf of parties. TRC is wholly owned by the Government of United Republic of Tanzania and is under the Ministry of Works and Transport. The major responsibilities of TRC as provided in the Act are principally, to develop, promote and manage the railway infrastructure assets in Tanzania Mainland.
  8. TRC in collaboration with ARTF(Burundi Corporation in charge of Railways) intends to construct an approximately 282 route-kilometre Railway line between Uvinza and Gitega via Musongati in Burundi and other railway facilities enroute to Standard Gauge, based on American Railway Engineering Maintenance of Way Association (AREMA) and UIC standards. The project will be implemented for period of five (5) years.
  9. The Tanzania Railways Corporation (TRC) as the Implementing Agency for this project intends to initially select Applicants for Contract No. PA/154/AFDB/2022-23/W/01 for Design and Build Contract of an Electrified Standard Gauge Railway (SGR) Line under Design and Build (D& B) Arrangement as describe above.
  10. The works involves the Design and Build of New Railway line consisting of Earthworks, Elevated Structure, Culverts, Tunnels, Viaduct, Permanent way, Stations, Buildings and Shops, Fencing of the line, Signaling & Telecommunications, IT systems and Electrification Systems of the standard gauge (1,435 mm) railway line from Uvinza-Musongati-Gitega. The RAMS (Reliability, Availability, Maintainability, and Safety) is the basic requirement for infrastructure and all systems under this Project. Furthermore, design and construction shall comply with national and international guidelines on environmental and social safeguards.
  11. Interested Contractors must provide information indicating that they are qualified to perform the works as follows:

Experience in Detailed design

  • Minimum of five (5) Projects for 10 years of experience in the detail design of UIC Standard gauge Railway track
  • Minimum of five (5) Project for 10 years of experience in detailed design of Heavy Railway Civil Works such as Tracks, Tunnels, Viaducts, Flyovers, Bridges, etc.
  • Minimum of Five (5) Project for 10 years of experience in Railway tracks design (Light Rail and/or Heavy Rail.
  • Minimum 5 years of experience in railway Stations design (Light Rail and/or Heavy Rail)
  • Minimum of Five (5) Project for 10 years of experience in design of Signaling and Telecommunication systems i.e., ERTMS Projects
  • Minimum of Five (5) Project for 10 years of experience in design of Electrification Railway systems (Light Rail and/or Heavy Rails)
  • Experience within the last 5 years on the detailed design of a Single Railway line Project with a Capital cost of at least US$ 1,000 million.

Experience in Construction

  • Minimum of three (3) Projects for 10 years of experience in Construction of Heavy Railway Civil Works such as tracks, tunnels, viaducts, flyovers, bridges, etc.
  • Minimum of two (2 ) Projects for 10 years of experience in Electrified Rail track and railway station Construction
  • Minimum of two (2) Projects for 10 years of experience in Construction and Installation of Electrification Railway systems (Light Rail and/or Heavy Rails)
  • Minimum of two (2) Projects for Previous Experience in SGR Project adopting ERTMS systems.
  • Minimum of 5 years cumulative experience on Construction works of Minimum Capital cost of US$1.0 billion in Africa or other developing countries with a similar environment

Financial Capacity

  • Minimum average turnover in the last 5 years on detailed design services of US$ 20 million
  • Minimum average construction turnover in the last 5 years of US$ 1.0 billion

It is expected that the Request for Proposals will be made in May, 2023.

  1. Initial Selection will be conducted through the procedures as specified in the African Development Bank’s Procurement Framework Dated October, 2015, available at www.afdb.org.
  2. Interested eligible Applicants may obtain further information from the Tanzania
    Railways Corporation (TRC)at the address below during office hours from 900hours to 1630hours. A complete set of Initial Selection documents in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of 250 US$ or its equivalent in Tanzania Shillings(TZS). The method of payment will be through Banker’s Cheque Or Cash Payable to Director General, Tanzania Railways Corporation. The document in both editable and not editable form will be sent to Applicant by email after effecting payment.
  3. Applications for Initial Selection should be submitted in clearly marked envelopes
    and delivered to the address below by 15th May, 2023 before or at 1030hours a TRC Headquarter Conference Room.
  4. Late submission of tenders shall not be accepted for evaluation irrespective of the circumstances.
  5. TRC is not bound to accept any tender submitted and non-compliance of the above
    stated conditions shall automatically disqualify the Bid proposal.
