Consultant: National Water Management Coordinator

Description
The International Water Management Institute (IWMI) invites you to express your interest for consultancy services, as a National Coordinator, to coordinate country-level activities of the Water Enabler Compact in Tanzania.

Objective of the Assignment

  • The International Water Management Institute (IWMI) is implementing the TAAT Water Enabler, financed through a grant from the African Development Bank toward the cost of the Technologies for African Agricultural Transformation (TAAT) Program and intends to apply part of the proceeds for this grant to facilitate payment for a consultant- National Water Management Coordinator, Tanzania.
  • The Consultant is expected to identify key relevant national stakeholder groups and partners to participate and facilitate effective out-scaling of proposed technologies; work with IWMI and other TAAT compact partners, farmers and water user associations in each site to select trainer of trainers (i.e. lead farmers, facilitators and youth agripreneurs that will participate in on-farm demonstration and capacity building activities; work with IWMI staff to prepare field activities, including purchase of equipment, field layout for demonstration plots, installation of irrigation equipment; oversee on-farm demonstration of water management and irrigation activities; oversee maintenance of installed water management and irrigation equipment and kits on demonstration plots; set-up and manage a database to ensure that data and outcomes are recorded effectively and accurately; supervise national staff working at field sites; contribute to analysis and preparation of reports; oversee M & E data activities; organize awareness and visibility campaigns, including training, field visits, cross-country farmer visits, field days, etc.; support adaptation of capacity development materials and courses to local context; identify in-country funding sources and how TAAT-WEC can we leverage on.

Scope of Work

  • Duration of Assignment: Twelve (12) months
  • The Expressions of Interest (EoI) should include a detailed curriculum vitae, letter of motivation, detailing past related experience and evidence of meeting the requirements stated above, expected fee, and contact information of three professional referees who may be contacted, if you are shortlisted.
  • EoI must be submitted by 23:30 GMT on November 15, 2019 (Friday).
  • This is a nationally recruited position and only citizens of Tanzania are encouraged to apply.

Requirements

The Consultant should have a post-graduate degree in irrigation or related field of agriculture. He/She should have proven expertise and experience in the fields listed below:
• field-level implementation of agricultural water management and irrigation technologies;
• agronomic management of crops;
• implementation of multi-locational participatory demonstration project;
• working with and influencing stakeholders at different levels, especially with farmers and decision makers.
