The Arusha Technical College through the Government of Tanzania has received financing from the World Bank toward the cost of the east African for transmission and regional integration project and intends to apply part of the proceeds payment under the contract for consulting services for procurement & logistic officer the borrower shall process the payment using the open account or letter of credit except for those payment which the contract provides to be made through letter of credit
The consulting service objective to increase access and improve quality or technical education as well as promoting regional integration at the centre level the project has six components namely
a) Strengthening governance and leadership of the regional flagship renewable energy training research and innovation
b) Institutionalizing industrial linkage
c) Developing market relevant and competency based training programs
d) Training of centre managers and instructors
e) Upgrading key training facilities and equipment and outreaching and support for non-project national TVET

The Arusha technical college now invites eligible consulting to indicate their interesting providing services. Interested consultants should provide CVs demonstrating that they have the required qualification and relevant experience o perform the services. The individual consultant must have the following qualification and skills
i. Holder bachelor degree in materials management/procurement and logistic/supplies from a recognized and reputable institutions
ii. A minimum of at least years experience in the field of procurement/logistic/supplies experience of working in international projects(ie world bank, AFDB, UN, JICA,) will be an added advantage
iii. Have in depth knowledge and understanding of world bank procurement guidelines procedures along with good understanding of the use of bank’s system for procurement transaction(STEP)
iv. Strong analytical skills and the ability to synthesis complex concept and to communicate them effectively and
v. Excellent interpersonal skills sound judgment, communication skills, training experience ability to identify and resolve policy and operation constraints
The attention of interested consultants is drawing to section III Paragraph 3.14, 3.16, 3.17 of the world bank procurement regulation for IFP Borrowers July 2016 revised November 2017 setting forth world bank policy on conflict of interest
A consultant will be selected in accordance with the individual consultant method set out in the procurement regulations
