Expression of Interest

Date 17/04/2020

  1. This invitation for expression of interest follows the General Procurement Notice (GPN)
    which appeared in Daily News Paper Issue no. 12401 dated 31/05/2019.
  2. The Government of the United Republic of Tanzania has set aside funds for the operation
    of the Tanzania Petroleum Development Corporation during the financial year 2019/2020.
    It is intended that part of the proceeds of the fund will be used to cover eligible payment
    under the contract for the Consultancy services for undertaking Environmental Impact
    Assessment for gas supply to Lindi Municipality.
  3. The Tanzania Petroleum Development Corporation now invites eligible Firms to
    indicate their interest in providing the services which include a) To determine how far the
    projects activities conform with environmental management practices and environmental
    quality standards; b) To provide mechanisms to learn from experience, and to refine
    implementation procedures of the projects so as to mitigate adverse environmental and
    social impacts; c) Determine the scope of the investigation by setting boundaries of the
    study and identification of potentially significant environmental and social impacts result
    from the construction of new pipelines and new connections d) To provide regulatory
    bodies with a framework for checking compliance with, and the performance of an
    Environmental and Social Management Plan. The work is expected to be completed within
    nine (9) months from the date of award of the contract.
  4. Interested Firms must provide information indicating that they are qualified to perform
    the services by submitting consultant’s profile, description of similar assignments,
    experience in similar conditions, availability of appropriate skills among staff, etc.
    Consultants may associate to enhance their qualifications.
  5. A consultant will be selected in accordance with the procedures set out in the Public
    Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government
    Notice No. 446 (hereinafter called Procurement Regulations).
  6. Selection will be conducted through the Quality and Cost based selection procedures
    specified in the Public Procurement Regulations.
  7. Interested eligible consultants may obtain further information from the office of the
    Secretary of the Tender Board located at TPDC head office, Benjamin William Mkapa
    Pension Towers, Tower “A” Jamhuri/Azikiwe Streets, Dar-es-Salaam, Tanzania, room
    number 101, 10th floor , [email protected] from 09:00-15:00 on Mondays to
    Fridays inclusive except on public holidays.
  8. Expressions of Interest (EoI) must be electronically submitted in the proper format, at or
    before 30/04/2020, 11:00
  9. Late Expressions of Interest shall not be accepted for evaluation irrespective of the
    circumstances.
