REQUEST FOR EXPRESSION OF INTEREST (E0I)

This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in the Tanzania Procurement Journal Issue No. ISSN: 1821-6021 Vol. XII No. 28 dated 9th July, 2019.

The Government of the United Republic of Tanzania has set aside funds for the operation of Government Procurement Services Agency (GPSA) during the financial year 2019/2020. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Consultancy Services to Conduct a Feasibility Study to Identify the Viability of Installation of Over ground Tanks and Prepare Cost Estimates for Installation.

Objectives of the Assignment.

The objective of this assignment is to produce a Viability report and drawing for the over ground tanks structures With Will be used by the Agency to decide the implementation of the pre describe project.

The proposed consultancy is aimed functions but not limited to;

carrying out the following

Business Functions

·         Prepare and submit the inception report presenting the understanding of the assignment and the proposed work plan for execution and completion of the assignment;

·         Study whether the premises owned by the Agency at GPSA Kurasini Fuel station can be used for construction of over ground storage tanks;

·         Establish whether the project is economically viable to implement on the identified area;

·         Establish actual requirement of fuel (diesel and petrol) by the Agency and recommend capacity of over ground storage tanks to be installed;

·         Establish the amount of capital investment required for implementation of bulk procurement of fuel and estimate cost of construction of over ground storage tanks as established on item (9); and

·         Review the current status of procuring and transportation model of fuel and propose transportation network that will ensure prompt and efficient delivery of fuel.

·         To prepare bidding document for construction of storage tanks as per guideline and standard bidding document issued by the Public Procurement Regulatory Authority.

Infrastructure functions

  • Undertake preliminary  consultations with appropriate statutory in Central and Local Government Authorities for approval of the project on the identified project site
  • undertake structural investigations to establish the nature of subtractive  and project requirements for the identified project site.
  • Prepare detailed architectural. engineering and services drawings, schedules and specifications of material required for identified project site;
  • Recommend best technology to be used in order to reduce product evaporation for both as a safety and business risk if the Agency will adopt the bulk procurement system of fuel; Prepare cost estimate/s based on the requirement established from the identified strategic project site;
  • Liaise and submit necessary applications and documentation with the respective regulatory authorities and agencies for permits and approvals; and
  • All proposed works i.e sketch design/ structural/civil engineering and architectural design. quantity surveying and any required must be submitted to their respective authority for approval prior for client acceptance.

The Government Procurement Services Agency (GPSA now invites eligible Local Consultancy Firms to indicate their interest in providing the services indicated in item two (2) above. Consultants may indicate their interest in one tender (not lot) or more.

Interested Consultancy Firms must provide information indicating that they are qualified to perform the services by submitting Consultant’s profile, description of similar assignments, experience in similar conditions. availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

A Consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 Government Notice No. 446 and their amendments of 2016.

Selection will be conducted through the Quality and Cost Based Selection procedures specified in the Public Procurement Regulations.

Interested eligible Consultants may obtain further information from the Office of the Secretary GPSA Tender Board located at Keko Mwanga area, Nyerere Road/Bohari Street, Room No. 11 from 08:30 to 15:30 hour’s local time on Monday to Friday inclusive except on public holidays.

Expressions of Interest (E01) must be delivered to the Secretary, GPSA Tender Board located at Keko Mwanga area. Nyerere Road/Bohari Street room No. 11 at or before 11:00 Hours Local time on 10th December. 2019.

Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
