EXPRESSION OF INTEREST

FOR A CONSULTANCY FOR THE DEVELOPMENT OF THE ORGANIZATIONAL STRUCTURE, FINANCING MECHANISMS, GRADING OF STAFF AND TRAINING MODULES OF THE EAST AFRICAN PARLIAMENTARY INSTITUTE (EAPI)

INTRODUCTION
The East African Community (EAC) is the regional intergovernmental organisation comprised of the Republic of Burundi, Republic of Kenya, Republic of Rwanda, Republic of Uganda, the United Republic of Tanzania, and the Republic of South Sudan. The Treaty for Establishment of the East African Community was signed on 30th November 1999 and entered into force on 7th July 2000 by the Partner States of The Republic of Kenya, Republic of Tanzania and the Republic of Tanzania. The Republic of Burundi and the Republic of Rwanda acceded to the Treaty on 18th June, 2007 and become full Members on 1st July, 2007 while the Republic of South Sudan Joined on 16th April, 2016 and became full Member on the 5th September, 2016 expanding the EAC Membership to 6 (six) Partner States.

The East African Legislative Assembly (Assembly) is an Organ and the Legislative Arm of the Community. The Assembly was inaugurated on 30th November, 2001 with life span of 5 years. The Assembly has 9 (nine) elected Members from each Partner States and ex-official Members are the Ministers responsible for EAC Affairs in the Partner States, EAC Secretary General and Counsel to the Community. Total Membership of the Assembly is 62 Members.

On 10th May, 2012 the East African Parliamentary Institute (EAPI) Act, 2011 was assented to by East African Community (EAC) Heads of State. The Act, under Section 3 (1) established an institution of the Community known as the East African Parliamentary Institute.

Pursuant to the provisions of Section (1), the Act can only come into force on the date to be appointed by the Council of Ministers. The Council of Ministers formally commenced the East African Parliamentary Institute (EAPI) Act, 2011 on 1st October, 2017 through a Legal Notice No. EAC/51/2017.

In light of the above, the Board of Trustees of the East African Parliamentary Institute comprising of Speakers of the National Assemblies of the EAC Partner States requested the Council of Ministers to commence the process of recruitment of the Executive Director of EAPI who will thereafter begin to put in place the relevant logistical mechanisms for the operationalization of the Institute.

OBJECTIVES OF THE ASSIGNMENT
The main objective of the consultancy will be to develop:

  • a comprehensive concept paper on the organizational structure, financing and grading of the staff of the Institute; and
  • Proposal for the types of training modules that the Institute may commence in the interim.

SCOPE OF WORK
It is envisaged that the Consultancy firm shall undertake the following functions:

a. Develop various training modules in accordance with Article 4 (a) of the Act, providing the –
b. Propose the financing mechanisms for the Institute;
c. Propose the grading of various categories of staff envisaged to be employed by the Institute;
d. Develop the organizational structure of the Institute;

  • content;
  • duration(length);
  • targeted audience; and
  • expected output,
    Which, in the interim, can enable the EAPI to kick start its operations as envisaged in Section 4 (a) to (c) of the Act; and
    e. To undertake any other assignments as may be directed and mutually agreed upon with the Secretary of the Board and the Chairperson, Governing Council of the Institute that are deemed necessary for the attainment of the objectives of the said consultancy.

EXPRESSION OF INTEREST
Interested consulting firms may express their Interest by providing the following information in the EOI:-

i. Corporate profiles: Legal status of the firm, registration details, business details, Tax Identification references, Tax Compliance certificate, whether they have been involved in any Commercial Conviction, Curriculum Vitae for technical key personnel) of the lead firm and associates, general experience information over the last 5 years (including experience in East Africa), the firm’s history and overall personnel structure and capabilities;
ii. Financial information: audited accounts for the last 3 years, current assets and liabilities;
iii. Experience: Qualification, general and specific experience in the field of the assignment over the last 10 years outstanding experience, knowledge and expertise in organizational Structure development, job grading, analysis and evaluation; sound knowledge of the workings of the East African Community, National Assemblies as well as the East African Legislative Assembly; have a proven experience in preparing strategic plans and designing training modules and proven record of resource mobilization mechanisms, provide a detailed list of similar or related consultancies previously done in the past five (5) years; provide evidence of at least three and
iv. Key Personnel: brief descriptions of at least three consultants’ key personnel showing their qualifications and experience.

Expressions of interest (EOI) must be delivered to the address below by 6th September, 2019 at 11:00 hrs labelled “Expression of Interest for the Consultancy Services for the Development of the Organizational Structure, Financing Mechanisms, Grading of Staff and Training Modules of the East African Parliamentary Institute (EAPI)
