Expression of Interest
FOR ACQUISITION OF LAND WITH BUILDING AT ILALA MUNICIPALITY DAR ES SALAAM FOR DISTRICT OFFICE AND REGIONAL , STORE

1.Tanzania Electric Supply Company Limited TANESCO is an autonomous Government organization with the mission to Generate. Transmit and Distribute Electricity. The Company has its Headquarters in Dodoma and extends to over 28 Regions divided into Seven Zones and more than 92 Districts all over the country. Due to an increase number of customers. the company has decided to purchase a property for TANESCO District Office so that the customers will be attended timely in case of emergency cases and obtain other company services through these offices.
2. TANESCO intends to acquire land with buildings and therefore issue this Expression of Interest for the purpose of identifying property owners who have an interest in offering their property for sale. Selection Criteria will be as follows:
· The cover letter should indicate the legal owner of the land.
· The owner should state history of land use.
· The owner should have full legal documents’ i.e. Title Deed, TPD drawings and survey plan.
· The Land should be within Ilala Municipality (Ilala Region) located along Nyerere road (the area should be from the Junction of Nyerere road and Kawawa to the Junction of Nyerere road and Segerea road both sides of Nyerere road)
· The property location should be not more than 600m away from Nyerere road.
· The plot should have the measurement in the range of 8,000 to 20,000 square meters.
· The land should have buildings well designed for offices and stores.
· The property should be easily accessible to most of the socio-economic facilities.
· The land should be easily accessible by public service cars, customer cars and pedestrians.
· The land should not be part of mortgage at any Bank or any other financial Institutions.
3. TANESCO now invites Expression of Interest from owners of land in the area specified above. The land shall have easy access to the general public and within a friendly environment that is appropriate for the company business.
4. On receipt of such Expression of Interest, the said land will be inspected for preliminary short-listing of those areas that meets requirement under Para 2 above. Owners of the shortlisted land would be requested to submit their financial offers for scrutiny and comparison prior entering into contract with the lowest evaluated owner.
5. The Expression of Interest can be forwarded by owners or their representatives enclosing legally binding authorization to administer on his/her behalf including finalizing the agreement.
6. Interested eligible owners of the land with building may obtain expression of interest document free of charge from the office of SECRETARY DELEGATED ZONAL TENDER BOARD, TANESCO, P. 0. BOX 2233, DAR ES SALAAM Ministry of Energy and Minerals SAMORA AVENUE
7. Expression of Interest documents in one (1) original plus two (2) copies, properly filled in are to be enclosed in plain sealed envelopes marked. TENDER No.PA/001/2019-20/DZN/G/38 EXPRESSION OF INTEREST FOR ACQUISITION OF LAND WITH BUILDING AT ILALA MUNICIPALITY DAR ES SALAAM FOR DISTRICT OFFICE AND REGIONAL STORE must be delivered to Secretary Delegated Zonal Tender Board. TANESCO DSM & COAST Zone Ministry of Energy and Minerals SAMORA AVENUE P.O. Box 2233 Dar Es Salaam at or before 14:30 HRS 30th October. 20l9. If owner has more than one Plot to be offered, a separate Expression of Interest has to be submitted for each Plot.
8. Deadline for submission will be on or before 14:30hrs local time 30th October 2019 on Thursday. The submissions will be opened Promptly thereafter in public and in the presence of owner’s representatives who choose to attend in the opening ceremony.
9. Late submissions, portion of submissions. electronic submissions, and submissions not received. submissions not opened end not read out in public at the lender opening ceremony shall not be accepted for irrespective of the circumstances.
