EXPRESSION OF INTEREST
FOR
PROVISION OF CONSULTANCY SERVICES FOR ASSESSMENT OF PERFORMANCE OF WATER METERS IN DAWASA SERVICE AREA

1.This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in PPRA Tender Portal, DAWASA websites, Daily News of May 30th 2019
2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Dar es Salaam Water and Sewerage Authority (DAWASA) during the financial year 2019-2020. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Provision of Consultancy Services for Assessment of Performance of Water Meters in DAWASA Service Area.
3. The scope of the assignment shall involve carrying out a comprehensive assessment of the water meters within DAWASA service area as following:
- Improvement on water connection and reduce non-revenue water.
- Improvement in revenue collections, water sales and reduction of Non-Revenue Water.
- Carrying out risk assessment in the Authority’s policies, strategies, operations and activities with a view of finding a better way of procurement, handling and installation of water meters;
- Conducting strategic/business assessment including risks that may lead to (potential) losses of customers, poor connection, NRW, in the market and relationships with key stakeholders;
- Studying and assessing performance of key staff dealing with water meters in terms of competence, motivation, loyalty and commitment to the Authority;
- Undertaking a detailed assessment of quality of the meters in compliance with ISO standards and
- Providing support, education and training to staff who direct deal with water meters. Training to all key staff dealing with meters.
4. The Dar es Salaam Water and Sewerage Authority (DAWASA), now invites eligible Consultancy firms to indicate their interest in providing the services for Assessment of Performance of Water Meters in DAWASA Service Area. The implementation period for the assignment will be three (3) months. More details on the services are provided in the Terms of Reference.
5. Interested firms must submit information indicating that they are qualified and capable of performing the services. The information should include: brochure related to past assignment, description of previous experience with similar assignment, the name and contact address of clients served, availability of appropriate skill among staff etc. Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance the qualification
6. A consultant will be selected in accordance with the Quality Based Selection (QBS) Method set out ln the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 Government Notice No. 446 (hereinafter called Procurement Regulations) as amended in 2016.
7. Selection will be conducted through the National Competitive Selection procedures specif1ed in the Public Procurement Regulations.
8. Interested eligible consultants may obtain further information from the office of the Secretary, DAWASA Tender Board, DAWASA Building, Dunga [Malanga Street Opposite Mwananyamala Hospital, P.O BOX 1573 Dar es Salaam from 0800 to 1600 hrs on Mondays to Fridays except on public holidays.
9. Expressions of Interest (EOI) must be delivered to the address below at or before 12.00 hrs on Thursday, October 10th, 2019 and will be opened promptly thereafter in public and in the presence of consultants’ representatives who choose to attend the opening ceremony at the DAWASA Board Room, DAWASA Building, Dunga /Malanga Street Opposite Mwananyamala Hospital, Dar es Salaam.
11. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
