REQUEST FOR EXPRESSIONS OF INTEREST

FOR

PROVISION OF CONSULTANCY SERVICES FOR SENSITIZATION OF HIV/AIDS, STI, TB MITIGATION MEASURES AND GENDER ISSUES THROUGH UPGRADING OF THE TANGA – SAADANI – BAGAMOYO ROAD (256 KM) TO BITUMEN STANDARD

TENDER NO. AE/001/2019-20/HQ/C/18

1. The Government of the United Republic of Tanzania has applied for a Loan from the African Development Fund (ADF) towards the cost of construction of Multinational (Kenya/Tanzania): Bagamoyo – Horohoro/Lungalunga – Malindi Road Project (Phase 1) and intends to apply part of the proceeds of the loans to cover eligible payments for provision of consulting services for sensitization of HIV/AIDS, STI, TB Mitigation measures and Gender Issues through upgrading of the Tanga – Saadani – Bagamoyo Road (256 Km) to bitumen standard.

2. The consultancy services to be provided under this assignment includes:
(a) to undertake baseline studies and data collection on HIV/AIDS, STI, TB and Gender aspects (pre-project situational analysis);
(b) to develop a monitoring and evaluation instrument (i.e. indicators) for monitoring and evaluation of HIV/AIDS, STI and TB situations;
(c) to build capacity by training Peer Educators and Local Community based organizations for project sustainability;
(d) to develop and implement the HIV/AIDS, STI and TB awareness and prevention programmes for construction workers, communities and truck drivers along the road project; and
(e) to develop information, knowledge and dissemination plan for future use in the project areas and other institutions in similar situation.

3. The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works, Transport and Communication now invites eligible Consultants to express their interest in providing the above mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, description of assignments of similar nature in the last 10 years, experience of working under similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each completed project, the Consultant shall provide the name and address of the Client, start and completed dates, name(s) of lead and associate firms. Referenced projects with insufficient information will not be considered in the evaluation process. Consultants may formulate Joint Ventures, Consortiums or Associations for the purpose of enhancing their opportunities on qualification.

3. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development Bank’s: Procurement Policy for Bank Group Funded Operations, October, 2015, which is available on the Bank’s website at http:/www.afdb.org.

4. Interested Consultants may obtain further information at the address below during office hours from 08:00 – 16.30 hours local time on Mondays to Fridays inclusive, except on public holidays.

5.
