EXPRESSION OF INTEREST/REQUEST FOR INFORMATION

PROVISION OF UNDERGROUND MECHANIZED CONTRACT MINING SERVICES AT GEITA GOLD MINE TANZANIA

INTRODUCTION

Geita Gold Mining Limited and Anglo Gold Ashati Ltd is subsidiary is located in north western Tanzania in Lake Victoria goldfields of geita about 120 KM from Mwanza and 44 KM West of the town of geita Town

The purpose of EO is to explore the supply market for competent providers with the requisite technical skills and knowledge and financial capacity to undertake the Supply and Delivery of Capital projects Goods and Service to Geita Gold Mine in accordance with the tender document

The response of this EOI will be used to shortlist capable service provider that will be invited to respond to the main tender for provision of various works/service for Geita Gold mining Ltd.  The details and date for the issues of the main tender will be communicated to shortlisted companies only.  It is necessary to respond to EOI/RFI in order to be pre-qualified be considered for the main tender

SCOPE OF WORK

Provision of Services as detailed below

SCOPE

The EOI for the supply of underground mechanized contract mining services is for two UG mines in the GGM complex Nyakanga Ug Geita Hill UG the Nyakanga and Geita Hill orebodies will be mined using mechanized mining method development will ultilized standard Jumbo drilling and bolting for ground support, while any production activity will be based around a variation of long hole one stopping. The current and proposed mining method  is well proven mining techniques that does not introduce unknown risk to people equipment and the environment, the mining method is well proven mining technique that does not introduce unknown risk to  people and adopted in other organization underground mines operating in Tanzania the main mining activities will include horizontal development vertical development production and drilling and blasting bogging and hauling and hall associated works required as part of the mining cycle

SPECIFIC INFORMATION REQUIRED FOR PROVISION OF RELEVANT SERVICES
The below information forms the minimum requirements in order to conclude pre-qualification evaluation set out

• SHE(Health and Environmental) Performance
• Supplier due diligence evaluation for responsible sourcing and compliance with the requirements as se out in the Tanzania Mining ( Local Content Regulations 2018 as amended)
• Technical capability, performance and previous experience
• Software and innovation employed in the management of similar scopes
• Supplier training and recruitment process
• Supplier financial perfomance

GENERAL INFORMATION REQUIRED
The below information in order to conclude the pre-qualification evaluation set out below

• Detailed services providers information with organization structure list of manpower with CV of key personnel parent company (if applicable) support agencies and other facilities and resources
• Details of services provider SHE (Safety Health Environmental) performance including
  • Safety records(FIF,AIFR, Regulatory infraction etc) for 3 yrs period training and certificates
  • Safety management system
• Detailed of the services provider responsible sourcing procedures as well as compliance with the requirement as set out in the Tanzania Mining ( Local Content) Regulations 2018 as amended

   1. Project of similar scale/nature undertaken in the last 5 yrs with the value of working in United States Dollars
   1. List of all mining fleet assets complete with SMU hrs conditions life expectancy and ownership status, indicating capacity to provide underground contract mining services required by the mine in additional  to other current project
   1. Maintenance regime and HME engineering capability(detail to be provided on equipment utilization availability productivity MTBF etc)
   1. Typical mining method statements
6. Details of services provider software and innovation employment in the management of similar scopes
   1. Software utilized manage business
   1. Innovation initiatives identified as continuous improvement strategies
7. Details of the services providers suppliers training and recruitment process

   1. Selective  and targeted recruitment [re-employment process
8. Service provider financial performance documents(Audited balance sheet, profit and loss account and cash flow statement auditor’s report and notes account etc) for the last 3 yrs
9. List of policies procedures and quality assurance practices currently in place for the execution of similar work
10. List of HSE management system HSE Policy and implementation procedures in line with internationally acceptance practices
11. Quality assurance and quality control plan/procedures in place for the execution of similar type work , copy of ISO or any other certificates as applicable

QUALIFICATION EVALUATION CONSIDERATION

In evaluating the interested bidders GGML will consider the following

1. Service Reliability – prospective bidders to indicate the approach that will adopt the ensure quality of the capital items, particularly in the mining sector and in the remote location
2. Capability –  prospective bidders demonstrate their technical  skills and operation knowledge for the applicable scope of works along with the approach they will follow to ensure successful completion of the works based on their previous experience
3. Health Safety and Environment – prospective bidders to give detail of their health, safety and environmental management system
4. Permit and certification – prospective bidders to provide details and evidence of permit and registration issued by the relevant government authorities including OSHA and other statutory bodies regulating he related services
5. Sustainability – prospective bidders to give details of their local labor sourcing and training plans as well as details of any commitment to the social development of the area where GGML is located
6. Financial capability – prospective bidders to provide details of their financial capability supporting their ability to render the service
7. Local Content – Prospective bidders to demonstrate their compliance with the requirements as set out in the Tanzania Mining Local content regulation 2018 as amended in 2019

Interested parties must submit their expression letter of interest together with supporting information to GGML which states full name, address, telephone and email address of the interested party, name of the principal contact and signed by an authorized representative’s. The LOI must outline a statement of firm’s capability to provide the relevant services, including similar contact undertaken over the past 3 years. All LOIs and support documentations must be received by the GGML officer via email at [email protected] no later than08:30 AM 16^th September 2020 LOI submission deadline) EOI Submission should not exceed 10 MB re email. In case the size of the email exceed 10 MB please split the submission into the more than on email
