REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES — FIRMS SELECTION)

1. This request for expression of interest follows the General Procurement Notice for the Dar es Salaam Metropolitan Development Project that appeared in the UN Development Business online of April 22, 2015.

2. The Government of the Untied Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of Dar es Salaam Metropolitan Development Project {DMDP), coordinated by the President’s Office, Regional Administration and Local Government (PO-RALG) through a Project Coordination Unit (PCU) under the Tanzania Rural and Urban Roads Agency (TARURA). itis intended that part of the proceeds of the credit will be used to cover eligible payments under the contract for the Provision of Consultancy Services for Preparation of an implementation Completion Report (ICR) and Beneficiary Assessment for Dar es Salaam Metropolitan Development Project (DADP).

3. The overall objective of the ICR to provide an evidence base showing the extent to which DMDP has achieved its relevant objectives efficiently in the form of an outcome rating, the risks to development outcome, the Bank’s performance, and the Glovemant’s performance.

4. Specific objectives of the assignment are to: (a) Provide a complete and systematic account of the Performance and results of each implementation operations of the project; (b) Capture and disseminate experience from the design and implementation of the project in order be: (i) improve the selection of future interventions to achieve the goals of improved quality of and access to basic urban service; (ii) improve the design and implementation of future interventions through lessons learned; and (ill) help ensure greeter development impact and sustainability of operations; (c) Provide accountability and transparency of the level of individual operations with respect to the activities of the Bank, the Government, and involved stakeholders; (d) Provide a vehicle for realistic self-evaluation of performances by the Bank and Client (@) Contribute to databases for aggregation, analysis, and reporting, on the effectiveness of improved urban services through construction/rehabilitation of urban infrastructure and strengthening institutional capacity of the participating DLAs; and (f) Document the benefits of the investments carried out under OMDP. The assignment will examine the extent to which the project objectives have been attained, as well as identify best practices and lessons learned for the future.

5. The assignment will cover implementation of the project from its effectiveness to the planned closing date of the credit. The consultant will carry out a beneficiary assessment lo document the benefits of the investments carried out under DMOP, which will examine the extent to which the project objectives have been attained, as well as identity best practices and lessons learned for the future. The findings of the study will be used as key inputs and reference for the ICR. The major tasks of the Consultant will include; {a) Beneficiary Assessment, (b) Urban Development Impact Assessment: (c) institutional Performance Assessment, (d)} implementation Completion Report; and (e) Results Communications.

6. The Permanent Secretary, PO-RALG, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short siting criteria are: (i) A minimum of tan (10) years’ experience in project management, monitoring and evaluation of infrastructure projects financed by development partners, (ii) Proven experience in the preparation of implementation completion reports of projects and/or programs and carrying out assessments/evaluations with at least two (2) similar assignments successfully completed in the past 5 years. information to be Provided should include name of assignment, name and full contact address of the client, specific input,

experts and tasks performed by the consultant under the assignment, assignment value (in equivalent US dollars), period (dates) of executor of assignment, etc.; and (i) Availability of appropriate skills among staff Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

7. The alienation of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines:

Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January, 2011 (revised July 2014) (Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

8. A consulting firm will be selected in accordance with the Consultant’s Qualifications Selection (COS) method set out in the Consultant Guidelines.
