GEITA GOLD MINING LIMITED (GGML) KILIMANJARO CHALLENGE AGAINST HIV & AIDS (KILL CHALLENGE)

RE: REQUEST FOR SERVICES TITTLE: SUBMISSION OF EXPRESSION OF INTEREST FOR FUNDING UNDER GGML KILIMANJARO CHALLENGE AGAINST HIV & AIDS TRUST FUND FOR IMPLEMENTATION OF HIV & AIDS INTERVENTION IN TANZANIA

1. BACKGROUND TO KILL CHALLENGE GRANT
Tanzania Commission for Aids (TACAIDS) & GGML & Public Private Partnership coordinate GGML challenge against HIV & AIDS a charitable annual event program with entails fund raising event through sponsoring Mountain Kilimanjaro Climbers and cyclists for the purpose of mobilizing financial resources. These resources are aimed to support organization vulnerable communities and individuals to access grants for implementation of various HIV & AIDS intervention. Kill challenge was established by Geita Gold Mining Limited in 2001 has been implemented continuously to date. The compliance criteria are set along HIV Policy strategies other National guiding documents

TACAIDS which was establish by the Parliament Act no 22 of 2001 in accordance to section 5 (i.d) of this ACT to mobilize, distributes, monitor and ensure equitable distribution of HIV & AIDS Resources in Tanzania Mainland to the beneficiaries

The Kill challenge Trust Fund of Trustee in 2019/2020 decided to set aside TZS 550,000,000.00 for sub granting to support in the fighting against HIV & AIDS in Tanzania. The key beneficiary of the grant are people living with HIV (PLHIV) general population (widows and widower) most vulnerable children orphans and vulnerable children (OVC) Kilimanjaro Mountain Porters and Adolescence girls and young women . These groups will receive support from the grant to implement interventions that will address care and treatment, prevention, educational and social protection currently grants are registered under the Las of Tanzania, the grants are managed by the Kill Challenge Board of Trustees and channeled to the community through TACAIDS

2. INTERVENTIONS FUNDED UNDER KILL CHALLENGE

The Kill challenge grant will finance impact activities which contribute to longer-term effort aligned to the priorities stipulate in the national HIV policy and national multisector strategic framework 2018/23 focusing on ending AIDS in 2030. Strongly tarred activities urgent needed in 2020 will be prioritized under the following intervention

  • Intervention aiming to provide direct support to the affected and infected community towards ending AIDS Epidemic
  • Intervention aiming a mitigating HIV & AIDS impact to the vulnerable groups
  • Intervention aiming to increase to economic empowerment through income generating activities
  • Intervention aiming increasing prevention services
  • Intervention that promote the rights and protection of PLHIV and other kry initiatives and policies population in the context of HIV
  • Intervention aiming to improve the capacity of government of HIV & AIDS domestic financing available initiative and policies towards sustainable financing
  • Intervention aiming at providing education around myths, misinformation and ending stigima
  • Intervention promoting or scaling best and meaningful engagement of all actors including PLHIV, Private and public institution
  • Intervention with a proven record replication /scale up and spillover effect wider learning and practice

3. Guiding principles for the grant includes
• The duration of the grant is one year possible extension to be between sub-grantees and kill challenges board
• Innovate an evidence based
• Non partisan and a political CSOs
• Intervention must be designed by or participatory manner with the beneficiary themselves
• Transparency & accountability
• Cost effectiveness 85% of the grant must be intervention directly beneficiary the target communities 15% covering administration cost of the grant
• environmental friendly intervention to be screen for negative environmental and social issues and if any develop and implemented mitigation measures
• environmental sound technical support and community empowerment
• evidence based interventions ere highly recommended

4. ELIGIBILITY CRITERIA
• THE APPLICATION MUST BE REGISTERED Civil Society Organization , Faith Based Organization and/or people living with HIV Cluster working in Tanzania Mainland
• Applicant must be working under local government authorities and recognized by the respective councils in such each application shall be endorsed by the respective council with a letter of recognition
• The applicant must be working in the areas of HIV & AIDS and is able to use TOMSHA(Tanzania Output Monitoring System for HIV & AIDS) To report progress of national HIV & AIDS community based HIV Indicator
• The applicant must have a demonstrated evidence of high integrity and no indulgence with corruption and bribery action punishable under the laws of the United Republic of Tanzania
• The applicant must demonstrate sound and proper financial management system
• The applicant must have a clear superstructure for ensure accountability

5. Size of the Project Fundable Under Kill Challenge

Grants are available for active CSOs (FBOs, NGOs & CBOs) and private society organization (PSOs) under the laws of Tanzania. These COS s must have physical address and must be located in areas to be served within Tanzania Mainland. Likewise grants are available to organization and community group lead engaged in HIV/AIDS & registered with local Government Authorities. The amount that can be accessed by each category is as follows
CATEGORY I: Groups and institutions (PLHIV & non – PLHIV groups, schools etc) operating at village/street/ward level only – may apply for TSHS 1,000,000 UP TO 10,000,000
CATEGORY II CSOs (NGOs, FBOs & CBOs& PSO) operating at district level and covering several wards or villages – may apply from TSH 10,000,001 Up to 30,000,000.
CATEGORY III CSOs (NGOs, FBOs & CBOs& PSO) operating at National level and covering several Regions or Districts – may apply from TSH 30,000,000 Up to 50,000,000.

6. Grants Applications

Any eligible applicant is encouraged to apply by writing expression of interest to TACAIDS through their local government authorities. The local government authorities shall be given mandate to shortlist 3 applicants who meet all the criteria mentioned in this advert and submit to TACAIDS for further election of the best applicants to be sub-granted by the kill Trust Fund in the expression of interest the applicant must answer the following question

  • Who are the applicant institutions and its partners (if any)
  • Does the applicant institution have experienced in implementing similar grant
  • What problems is expected to be solved and who are key beneficiary(type & size) does applicant what to target
  • What is the general objective and key objective the applicant would like to attain
  • What Is the general approach that the organization/institution will use to change or improve the existing situation
  • What level of resources is requested from the grants to facilitate the desire change(detailed budget)

7. Submission of the Expression of the Interest
The LGA’s shall submit the shortlisted application to TACAIDS with covering letter indicating the best applicant in sequential manner deadline 27th August 2020
