1.This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business; Issue No. WB5803-12/16 of December 21, 2016.

2. The Government of the United Republic of Tanzania has received financing from the World Bank towards the cost of the Second Water Sector Support Project (WSSP ll) which’ is part of the Second Water Sector Development Program (WSDP II), and intends to apply part of the proceeds for consulting services.

3. The Individual Consulting services (”the services”) include support to Ministry of Water to manage the overall procurement under the project in accordance with the World Bank’s Guidelines: Procurement of Goods, Works and Non Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised in July 2014; and Guidelines: (Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011, revised July 2014 (”Consultants Guidelines”). During the Contract Period, the Consultant will also undertake capacity building of PMU’s Staff through the on job coaching and/or mentoring including hand holding. The assignment will be undertaken in a period of about Twelve (1 2) months renewable subject to satisfactory performance.

4. The Ministry of Water (MoW) now invites eligible consultants to express their interest in providing the aforementioned services by submitting updated Curriculum Vitae. The shortlisting criteria shall include but not limited to; 1) University Degree with major in a relevant discipline (eg. Engineering, Law, Procurement, Finance, Business Administration or equivalent) and relevant training in procurement work. A postgraduate Degree will be an added advantage;ii) At least 10 years of experience in Public Procurement work; iii) At least 5 years of relevant work experience in procurement under World Bank or other development partners funded projects. and at least 2 years work experience as a procurement specialist involving the WB or any other DP;iv) Good knowledge of all concepts, principles and approaches to procurement, and of public procurement system, functions and practices, familiar with Tanzania Public Procurement Act with its associated Regulations.

5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (”Consultant Guidelines”), setting forth the World Bank‘ s policy on conflict of interest.

6. The Consultant will be selected in accordance with the procedures set out in Section V of the World Bank Guidelines: “Selection and Employment of Consultant by World Bank” dated January, 2011 revised February, 2014 Interested consultants may obtain further information at the address below during office hours from 8: 00 to 15:30 hours, on Monday to Fridays inclusive, except on public holidays.

7. Expression of interest marked “EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR PROCUREMENT SPECIALIST FOR WSSP II” should be delivered In a written form to the address below (in person, or by courier, or by e mail) by 21st October, 2019 at 11:00 hours local time.
