EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR FEASIBILITY STUDY, DETAILED ENGINEERING DESIGN AND PREPARATION OF TENDER DOCUMENTS FOR UPGRADING OF SALAWE OLD SHINYANGA ROAD (SOLWA OLD SHINYANGA SECTION 64.7KM) TO BITUMEN STANDARD

REQUEST FOR EXPRESSIONS OF INTEREST
1.This request for Expression of Interest (EOI) follows the General Procurement Notice for FY 2019/20.
2. The Regional Manager -TANROADS, Shinyanga Region on behalf of the Chief Executive TANROADS has set aside funds in FY 2019/20, from Road Fund Board [Development projects] towards the cost of Consultancy Services for Feasibility Study. Detailed Engineering Design and Preparation of Tender Documents for Upgrading of Salawe Old Shinyanga Road (Solwa Old Shinyanga Section 64.7km) to Bitumen Standard.
3. The Tanzania National Roads Agency (TANROADS), an Executive Agency under the Ministry of Works, Transport and Communication now invites eligible Consultants to express their interest in providing the above mentioned services. The interested Local Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, description of assignments of similar nature undertaken in the last 5 years, experience in similar conditions, and availability of appropriate managerial and technical skills among staff related to the assignment. etc. For each project performed, the Consultant shall provide the name and address of the Client, date(s) of execution. name(s) of Lead and associate firms. Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
4. The Road is in Shinyanga Region, it starts at Solwa/Salawe Jct unpaved Regional Road and ends at Old Shinyanga/Bubiki Jct paved Regional Road (Ch.15+410 to 80+110 along Salawe Old Shinyanga regional road). The existing road is narrow and with rough surface covered with sporadic undulations. The consultant shall undertake feasibility study, detailed engineering design and prepare all necessary contractual tender documents.
5. The scope of the assignment includes but not limited to the following:
· Carrying out Feasibility Study;
· Carry out Environmental and Social Impact Assessment,;
· Detailed Engineering Design of the road;
· Preparation of Tender documents;
· The Feasibility study shall determine the technical and economic feasibility of upgrading the existing gravel earth road to Bitumen Standard taking into account, environmental and social aspects.
6. A Consultant will be selected in accordance with the Public Procurement (Selection and Employment of Consultants) Regulations. 2013 (Amendments Reg.2016), GN 446 of the Public Procurement Act No. 410 of 2011. This assignment is for Local Consultants only.
7. As a Consultant and if interested may obtain further information at the address below during office hours from 08:00 16:30 hours local time, Mondays to Fridays inclusive except on Public Holidays.
8. Expression of interest in writing must be delivered to the address below at or before 10:00 hours local time on 31″ October, 2019 clearly marked: “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR FEASIBILITY STUDY, DETAILED ENGINEERING DESIGN AND PREPARATION OF TENDER DOCUMENTS FOR UPGRADING OF SALAWE OLD SHINYANGA ROAD (SOLWA OLD SHINYANGA SECTION 64.7KM) TO BITUMEN STANDARD, TENDER NO. 9. Expression of interest submitted in electronic or fax form will not be accepted.
