CONSULTANCY SERVICES

TO UPDATE DESIGN (REDESIGN) OF EXISTING DRAWINGS, CONDUCT ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (PHASE 1) AND SUPERVISE CONSTRUCTION WORK FOR THE PROPOSED SUBORDINATE COURT BUILDINGS WHICH WILL BE BUILT IN AT LEAST THIRTY-THREE (33) SELECTED LOCATIONS ALL AROUND TANZANIA (PHASE 2)

1. This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB1907-04/16 ofApril 27, 2016.

2. The Government of Tanzania through Judiciary of Tanzania has received financing from the World Bank (WB) toward the cost for implementation of the Citizen-Centric Judicial Project and intends to apply part of the proceeds for consulting services

3. The consulting services (“the Services”) include: The review of existing drawings, preparation of detailed design, cost estimates, bills ofm quantities (BoQ) and bidding document as well as supervision of construction works mfor 33 uniform subordinate courts that will be constructed in various selected locations. The construction is expected to use any “fast-track cost-effective construction method” that can be realized within shortest possible time, with less machinery to allow labour intensive for employment purpose to nearby communities without compromising quality. The design and construction shall take into consideration Environmental Social Management Framework (ESMF) and other fiduciary formalities of Land and Environmental Social Safeguards.

The total duration for the entire assignment should be about Twenty-two (22) months of which, design should be Five (5) months;construction supervision five (5) months and 12 months of Defect Liability Period.

The Judiciary of Tanzania now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: (a) Firm’s previous experience in designing and supervision of building works running parallel from different locations for uneven geographical condition; (b) Firm’s successful track record for undertaking building design and supervision of projects using any “fasttrack cost-effective construction method”; and (c) Availability of appropriate skills among staff in similar field.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Guidelines selection and employment of consultants under IBRD Loans and IDA Credit and Grants by world bank borrowers dated January 011 revised to the World Bank Policy and Conflict of Interest

6. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications

7. A Consultant will be selected in accordance with the Quality-and-Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
