 Freight Clearance, Freight Forwarding and the Exemption of Goods for the EACOP Project

Worley Europe Limited as EPcmC Early Services Contractor for EACOP Project invites experienced and reputable Contractors to express their interest in providing Centrifugal Pumps API61O 2nd edition for the East African Crude Oil pipeline {EACOP) Project,

The Republic of Uganda, the Uganda National Oil Company {UNOC), the United Republic of Tanzania and/or Tanzania Petroleum Development Corporation (TPDC), as well as other international oil companies partaking in the development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben in Uganda or their affiliates will participate in the implementation of the EACOP Project (Potential Pipeline Participants).

The EACOP Project development involves the engineering construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE

The EACOP requirements to act on behalf of Worley Europe Limited as a Licensed Clearing and Freight Forwarding Agent (FCA) and Exemption Paperwork for goods entering into Tanzania and then, as the project requires, forward movement to Uganda, the process will be conducted as per the East African Community Customs Management Act (EACCMA) 2004. All clearance paperwork must be completed through Tanzania Customs Integrated System (TANCIS)

The EACOP requirements for the service required shall include, but will not necessarily be limited to supply of:

  • All necessary operating plans and procedures.
  • preparation and submission of documentations required to facilitate export or imports into the country,
  • Representing the client during customs examination, assessment, payment of duty and co taking delivery of cargo from customs after clearance along with documents.
  • Receiving and verify all import and export documents,
  • Declaration through customs system for duty assessment.
  • Liaising up with client for application and follow-up of permit from other government departments {OGDs).
  • Liaising with shipping line for cargo release.
  • Representing clients for customs physical verification at exit and entry posts.
  • Liaising with port or terminal operators for applicant of port charges.
  • Advising client on a matters related to cargo clearing and forwarding
  • Confirmation for cargo gate out and get in al entry exit ports.

Clearing and forwarding function operates in custom entry and exit point including:

  • Ports.
  • Airports,
  • Border Stations.
  • Other areas as may be approved by customs authority.

The scope will include design, sourcing of material, manufacturing, assembly, packaging, supply of drawings and data, all sub-vendor’s co-ordination, factory testing, delivery FCA vendor and guarantees.

MINIMUM REQUIREMENTS:

Companies expressing their interest are invited to document their request with:

  • Evidence of expressing international and regional freight forwarding services including end to end customs and documentation management in compliance with all applicable laws and jurisdictions for major projects
  • A detailed commitment to develop local / national content value
  • A copy of their own and main suppliers ISO 9001:2015 and 14001: 2015 & OHSAS 18001 (15045001:2015) current certification.
  • Extracts from their Supply Quality Management procedures, showing haw material quality control is implemented in the supply chain and identify what positive material identificanon is implemented through the manufacturing process.
  • A two (2) years look ahead shop loading charts for the facilities intended to manufacture,

Interested companies which meet the minimum requirements and have the capacity to provide the goads listed above should express their interest by sending together with the above listed documents an email to [email protected] (Max. Email Size: 20 MBs & All documents must be submitted in the English language) on or before 17:00 hours East African Time [EAT), on 26th October 2021.

Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Disclosure Agreement (NDA) a detailed pre-qualification questionnaire for further evaluation by Company.

EACOP project reserves the right not to consider companies that submit an incomplete dossier,

Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of the Call for Tender process.
