  1. The Government of the United republic of Tanzania has received financing from the
    International Fund for Agricultural Development (IFAD) towards the cost of Agriculture and
    Fisheries Development Programme (AFDP) Loan no. 200001519 and intends to apply part of the financing for the purchase of these goods for the Government of Zanzibar. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Agriculture and Fisheries Development Programme (AFDP).
  2. The Agriculture and Fisheries Development Programme (AFDP) includes. The AFDP’s overall
    objective of is to “contribute to inclusive food systems for improved livelihoods, food security,
    nutrition and resilience”. In this regard, its development objective is to “enhance sustainable
    productivity, climate resilience and commercialization of selected crop seeds, fisheries and
    aquaculture”, while devoting particular attention to women empowerment and youth participation. This will be measured by four core indicators, namely: (i) Percentage of target households reporting increased average annual net income by 30 percent; (ii) Percentage of households reporting an average 25 percent increase in production of maize, beans, sunflower, seaweed and fish; (iii) at least 60 percent of women 15-49 years of age who consume at least 5 out of 10 food groups; and (iv) at least 40 percent of households reporting adoption of environmentally sustainable and climate-resilient technologies and practices.
  3. This invitation for bids (IFB) follows the general procurement notice that appeared on the IFAD
    website and on the United Nations Development Business website (UNDB) on 9th September,
    2022.
  4. The purchaser now invites sealed bids from eligible entities (bidders) for the provision of
    Procurement of Ten tons freezer truck – Zanzibar with a Delivery Period of Eight Weeks. More
    details on these goods and related services are provided in the schedule of requirements in this bidding document.
  5. This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the
    bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.

  7. Bidding will be conducted using the national competitive bidding (NCB) method, the evaluation procedure for which is described in this bidding document, in accordance with the IFAD Procurement Handbook which is provided at www.ifad.org/project-procurement. The NCB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
  8. Please note that a pre-bid conference will be held as described in the bid data sheet (BDS),
    Section III of the bidding document.
  9. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of Tanzania Shilling, One Hundred Thousand (100,000). Bidding documents can be obtained by sending an e-mail or letter, giving full contact details of the bidder, to the following point of contact. This will ensure that the bidders receive updates regarding this bidding document.

  1. Bids must be delivered to the address and in the manner specified in the bid data sheet –
    instructions to bidders 23.2, not later than Monday 27th February, 2023 at 11:00hrs.
  2. Bidders shall be aware that late bids will not be accepted under any circumstance and will be
    re-turned unopened at the written request and cost of the bidder. All bids must be accompanied by
    a bid security or bid-securing declaration (as required) in the manner and amount specified in the
    bid data sheet.
  3. Please note that electronic bids shall not be accepted.
