External Evaluator Menstruation Management Project Supported by Peace Corps/Tanzania

About the Project

Huru International is seeking to contract with an External Evaluator to review the results of a menstruation management project in conducted in Tanzania. The project was implemented through two separate contracts involving i) provision of kits of reusable sanitary pads and ii) capacity building of Peace Corps Volunteers and their counterparts through two training of trainers workshops.

The External Evaluator will review the results of the project and submit a corresponding report to the contractor, Huru International, for onward Submission to PC/T.

Scope of Work

·         Work with Huru and PC/T staff to finalize an appropriate research design.

·         Carry out desk review of existing data related to the project available at the project sites/offices.

·         Develop any additional data collection tools, ensuring they are translated to languages commonly spoken in the local areas and translated back into English.

·         Coordinate logistics of collection of necessary data, supervision of research assistants (if any), quality control of data, cleaning, analysis and interpretation of the findings.

·         Highlight lessons learned and formulate recommendations with a focus on assessing how individual elements of success could be replicated or scaled up for subsequent projects.

·         Prepare a final evaluation report.

·         Participate in a dissemination workshop.

Requirements:

·         Consultant should be currently working in Tanzania doing similar work (preferred).

·         Proven experience conducting assignments of a similar nature.

·         Solid conceptual understanding of issues relating to youth, such as HIV/AIDS, reproductive health (RH), and gender norms that meets minimum PEPFAR criteria.

·         Solid conceptual understanding of behavior change communication regarding issues affecting girls inand out-of-school aged IO to 24 years relating to issues such as menstrual hygiene management, RH, and gender norms.

·         Record of on-time performance.

Timelines:

The evaluation is scheduled to take place during the month of November 2019.The consultant will provide an interim report by November 30. 2019 and the final report by December 5, 2019.
