1. This Invitation for Tenders follows the General Procurement Notice (GPN) for Financial Year 2019-20 which was published in the TANROADS Website (www.tanroads.go.tz) on 17th May 2019 as well as in the Public Procurement Regulatory Authority (PPRA) website (www.ppra.go.tz)
2. The Government of the United Republic of Tanzania has set aside funds for Road Maintenance works through Tanzania National Roads Agency (TANROADS) – Kilimanjaro Region during the financial year 2019/2020. It is intended that part of the proceeds of the funds will be used to cover eligible payments under the Contracts for Periodic and Routine/Recurrent Maintenance Works along Trunk and Regional Roads as indicated on paragraph 3 below.
3. The TANROADS Regional Manager Kilimanjaro on behalf of the Chief Executive, TANROADS now invites sealed tenders from eligible National Civil Engineering Contractors registered with the Contractors Registration Board (CRB) in Classes specified in the Table below for carrying out Periodic and Routine/Recurrent Maintenance Works. These tenders have been re – advertised. The estimated quantities for Major Work’s items for the above mentioned tenders and duration for implementation are as outlined below;
4. Tendering will be conducted through the National Competitive Bidding procedures specified in the Regulation 151 of Public Procurement Regulations, 2013 – Government Notice No. 446 and are open to national tenderers only as defined in the Regulations.
5. Interested eligible tenderers may obtain further information and inspect the Tendering Document at the office of the Secretary of the Delegated TANROADS Regional Tender Board, Kilimanjaro Region, located at Ujenzi Building, Old Moshi Road, Moshi Municipality, P.O Box 3051 – Moshi, Telephone No. 027-2750108/2755195/6 from 08:00am to 04:30pm on Mondays to Fridays inclusive except on public holidays.
6. A complete set of Tendering Document(s) in English and additional set may be purchased by interested Tenderers on the submission of a written application letter to the address given under paragraph 6 above and upon payment of a non-refundable fee of TShs. 150,000.00 for Tenders Number.: AE/001/2019-20/KIL/W/03, AE/001/2019-20/KIL/W/05 and 100,000.00 for Tender Number.: AE/001/2019-20/KIL/W/16 respectively. Payment should be made in Bank through Government Electronic Payment Gateway (GePG) by obtaining control number from Regional Manager, TANROADS-Kilimanjaro, and P.O. Box 3051 Moshi.
7. The Tender shall be valid for a period of 120 days from Tender opening. All tenders shall be accompanied by a “Tender Securing Declaration” in the format provided in the Tendering Documents.
8. All tenders in one original plus two (2) copies duly filled in, and enclosed in plain envelopes must be delivered to the Secretary, TANROADS – Delegated Regional Tender Board, Ujenzi Building, Old Moshi Road, P.O Box 3051 – Moshi, at or before 10:00 hours local time on Friday, 09th August 2019. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend the opening meeting at the Conference Room, TANROADS – Kilimanjaro.
9. Late tenders, portion of tenders, electronic tenders, tenders not received, tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstance.
