1.The Government of the united republic of Tanzania has received financing from the World Bank toward the cost of the Productive Social Safety Net II. This project will be jointly financed by the Agency for International Development, Bill and Melinda Gates Foundation, The Global Fund to Fight AIDS, Tuberculosis & Malaria, International Fund for Agriculture Development, The government of NORWAY and OPEC. The Tanzania Social Action Fund the implementing agency for this Project intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under Framework Agreements to Supply ICT Consumables, Stationery and Motor Vehicle Spare Parts. The Primary Procurement to conclude Framework Agreements award Call-off Contracts will be governed by the World Bank’s Procurement Regulations concluded through this RFB Primary Procurement process.

2.The Procuring Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements. The Procuring Agency is the sole Purchaser under the Framework Agreements. The Procuring Agency now invites sealed Bids from eligible Bidders to Supply ICT Consumables, Stationery and Motor Vehicle Spare Parts.

3.The Framework Agreements to be concluded will be Single-User. The Single-User entitled to purchase under the Framework Agreements is the Tanzania Social Action Fund.

4.The Framework Agreements to be concluded will be Single-Supplier.

5.The selection of a FA Supplier to be awarded a Call-off Contract will be direct to the Single-Suppliers for each Lot who a particular Framework Agreement is concluded with. However, the conclusion of Framework Agreements shall not impose any obligation on the Procuring Agency to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract.

6.Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers” (Procurement Regulations) dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

7.Bidders may submit Bids for one or more lots in a particular bid.

8.The Framework Agreements shall be concluded for a Term of3 years subject to appraisal annually from the commencement date stated in the Framework Agreement.

9.The Primary Procurement shall establish Closed Framework Agreements.

10.Interested eligible Bidders may obtain further information from Secretary of the Tender Board, Tanzania Social Action Fund, Dar es salaam, Old Kilwa /Malindi Road, Main Building, Third Floor, Room No. 20and inspect the Bidding document during office hours08:00 to 16:00 hours at the address given below.

11.The Bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifty Thousand (50,000) Tanzanian Shillings or in a convertible currency. The method of payment will be direct deposit to CRDB Bank PCL account number 01J1005174000 Name of the account is Tanzania Social Action Fund. The document will be collected by bidder at Tanzania Social Action Fund, Dar es salaam, Old Kilwa /Malindi Road, Main Building, Third Floor, Room No. 20upon presentation of evidence for payment of fees for purchase of bidding document.

12.Bids must be addressed as indicated below and submitted via e-mail at or before 10:00 hours East African time on 8thJune, 2020 for No. TZ-TASAF-148779-GO-RFB to Supply ICT Consumables,
9thJune, 2020 for No. TZ-TASAF-148787-GO-RFB to Supply Stationery, and 10thJune, 2020 for No. TZ-TASAF-148782-GO-RFB to Supply Motor Vehicle Spare Parts Electronic Bidding will not be permitted except e-mail submission as detailed in ITB BDS 22.1 in view of COVID-19.Late Bids will be rejected. In view of COVID-19, the public opening will be live streamed and recorded and the video recorded will be posted for viewing through the TASAF’s website: www.tasaf.go.tz. Online bid opening meeting details are indicated in ITB BDS 25.1 & 25.6
