CONSULTANCY SERVICES FOR DEVELOPMENT OF A THREE YEAR STRATEGIC PLAN FOR IMPLEMENTATION AND MANAGEMENT OF ELECTRONIC FISCAL DEVICE IN ZANZIBAR
REQUEST FOR EXPRESSION OF INTEREST (RE-ADVERTISED)
1.This invitation of the general procurement Notice Zanzibar Revenue Board that appeared in Zanzibar Leo 16th September 2019 and through ZRB-e-procurement web portal zanrevenue.org/eproc/.
2. The government of the United Republic of Tanzania has received funds form donors under basket fund arrangement cost of public finance management reform programme phase V and intends to apply parts of the proceed for eligible payment under the contacts for developing a three years strategic plan for implementation and management of electronic fiscal device in Zanzibar
3. The overall scope of assignment will conductive a survey on tax payer’s perception on EFD Propose required policies and legislative and efficient measures to be taken into virtual fiscal device operation by all taxpayers in collecting taxes revenue and Non- tax revenue at sources entities such as ministries, Department and agencies in a real-time- in Zanzibar
Finally the assignment shall involve a designing a strategic formulation in administrative perspective and developing an implementation plan to achieve the best possible result of establishment of EFD in both Unguja and Pemba.
4. The Zanzibar Revenue Board on behalf of Revolutionary of Zanzibar now invites eligible firms to express interest in providing the mentioned services consulting firms must provide information indicating all they are qualified to perform the services description of experience in similar assignment, experience of working in similar condition availability of appropriate skills among staff including team leader, EFD Technical expert, tax expert and other relevant information of the firms including legal status of the firm i.e firms legal document and the firm’s core function consultants may associate to enhance their qualification
5. Consultants will be selected in accordance with the Zanzibar public Procurement and Disposal of Public Asset Act No. 11 OF 26 (Goods, works and consultant services by tender) and its regulations of 2006 (selection and Employment of consultants based on quality and coat bases selection i.e QCBS). In assessing the submission, consideration will be given to the technical competence of the consultant the qualification and experience of key staff to be proposed for the assignment, experience in similar projects and the capacity to undertake the assignment
6. Interested consultants may obtain further information at the address below from 8:00 – 15:00 hours Monday to Friday
7. This is not request for proposal. After review of expression of interests, only the best-qualified will be invited to submit the technical and then one week before the deadline for submission
8. Any request for clarification with regard to this assignment shall be addressed to the undersigned. The client shall respond to clarification received to less than one week before the deadline
9. Expression of interest in one original and 3 copies must be delivered to the address below at of before 10:00 hours Thursday 06 February 2020 and marked “Three Year Strategic Plan For Implementation And Management Of Electronic Fiscal Device In Zanzibar”
10. The expression of interest will be opened immediately after deadline for submission in Public in the presence of consultants representatives who choose to attend in the opening conference room 4th Floor of the ZRB – Building Mazizini – Zanzibar
11. Late expression of interest shall not be accepted for evaluation irrespective of the circumstances
